The Institute of Engineering Rwanda (IER) reminds the public to engage only registered and licensed Engineers and Firms
On the 5th of November 2025, the Institute of Engineering Rwanda (IER) issued a press release reminding the public to engage only registered and licensed engineers and engineering firms when undertaking construction or infrastructure projects.
This reminder followed the enactment of Law No. 023/2025 by the Government of Rwanda, which ushers in a new era of professionalism, accountability, and integrity within the engineering sector. The new law officially designates IER as the sole authority responsible for registering, licensing, and regulating engineers and engineering firms across the country.
According to IER, the law aims to safeguard the integrity and safety of engineering practice in Rwanda by ensuring that only qualified professionals and certified firms are involved in project design, supervision, and implementation. It also replaces the previous Law No. 26/2012, providing a stronger institutional and legal framework to uphold quality standards and ethical conduct in engineering.
IER emphasized that the public and developers should verify the registration status of both engineers and firms before hiring them. This step ensures quality, safety, and accountability in every project. Engaging unregistered practitioners or firms not only violates the law but also exposes clients to risks such as poor workmanship and unsafe construction outcomes.
“Using qualified professionals guarantees quality, safety, and accountability of practitioners,” said Steven Sabiti, Executive Secretary and CEO of the Institute of Engineering Rwanda. He added that the new law marks “a turning point in the professionalization of the engineering sector.”
The law also prohibits individuals or firms from identifying themselves as engineers, technologists, consultants, or engineering service providers without a valid registration number and an active practicing license issued by IER. All practitioners and firms must comply with these new requirements to maintain their professional standing and contribute to Rwanda’s growing infrastructure sector.
This reform represents a major step toward aligning Rwanda’s engineering standards with global best practices. It reflects the country’s continued commitment to ensuring that all infrastructure development is carried out safely, ethically, and sustainably.
The public, private sector, and all project stakeholders are encouraged to verify both professionals and firms through the official IER registry available at www.engineersrwanda.rw.
