Job Description

We are seeking an experienced and results-driven Senior Construction Manager – Infrastructure to lead and oversee major infrastructure projects in Kigali, Rwanda. In this pivotal role, you will be responsible for managing all aspects of construction operations, ensuring projects are delivered on time, within budget, and to the highest quality standards. You will work collaboratively with cross-functional teams, stakeholders, and government entities to drive successful project completion while maintaining strict adherence to safety and regulatory requirements.

  • Oversee all phases of infrastructure construction projects from planning through completion, ensuring alignment with project scope, timeline, and budget objectives
  • Develop comprehensive project plans, schedules, and resource allocation strategies using industry-standard project management methodologies
  • Manage project budgets, monitor expenditures, and implement cost control measures to optimize financial performance
  • Lead, mentor, and supervise construction teams, subcontractors, and vendors to ensure productivity and accountability
  • Conduct regular site inspections and quality audits to verify compliance with design specifications, safety standards, and regulatory requirements
  • Identify and analyze project risks, develop mitigation strategies, and make decisive decisions to resolve issues promptly
  • Maintain detailed project documentation, progress reports, and performance metrics for stakeholder communication and organizational records
  • Coordinate with government agencies, local authorities, and community stakeholders to ensure compliance with Rwanda-specific construction regulations and permits
  • Implement and enforce comprehensive safety protocols and environmental management practices across all project sites
  • Manage contract negotiations, procurement processes, and vendor relationships to secure quality materials and services
  • Communicate project status, challenges, and achievements to senior leadership and clients through regular updates and formal presentations

Qualifications

  • Minimum 8 years of progressive experience in construction management, with at least 5 years managing large-scale infrastructure projects
  • Proven expertise in project planning, scheduling, budgeting, and cost management
  • Strong knowledge of construction methodologies, civil engineering principles, and infrastructure development practices
  • Demonstrated leadership experience managing diverse teams and coordinating with multiple stakeholders
  • Proficiency in project management software such as Microsoft Project or Primavera
  • Familiarity with CAD software and construction scheduling tools
  • Comprehensive understanding of safety regulations, quality assurance standards, and risk management protocols
  • Knowledge of Rwanda’s construction regulations, building codes, and local compliance requirements
  • Excellent analytical and problem-solving skills with the ability to make sound decisions under pressure
  • Strong organizational and time management capabilities with meticulous attention to detail
  • Exceptional communication and interpersonal skills in English (fluency required)
  • Professional certification in project management (PMP, PRINCE2, or equivalent) is preferred
  • Experience with sustainable building practices and international construction standards (ISO) is preferred
  • Familiarity with infrastructure projects in East Africa or similar emerging markets is a plus
