March 2026 Project Updates: Upcoming Projects Announced in March
March 2026 also saw the announcement of several upcoming infrastructure and development projects across Rwanda, reflecting continued investment in transport, housing, healthcare, and social infrastructure.
1. Road Infrastructure Development – Ngororero District
On 13th March 2026, Ngororero District announced plans to construct 31.8 km of asphalt roads valued at approximately Rwf 32 billion.
Project Breakdown:
- 28 km connecting six sectors to the Kazabe–Rutsiro road (55.3 km)
- 3.8 km of urban roads within Ngororero town
Construction of the urban road section is expected to begin by May 2026, with procurement processes already initiated.
Expected Impact:
- Improved connectivity between Ngororero and Rutsiro
- Reduced transport costs and travel time
- Increased trade and investment opportunities
- Enhanced mobility in a hilly region previously affected by poor road conditions
Additionally, plans are underway for a 72 km road project connecting Ngororero to Cyanika, currently at advanced study stage.
3.2 Bus Terminals (Gare) Development – Ngororero District
Ngororero District also announced plans to construct three modern bus terminals in:
- Ngororero
- Nyange
- Kabaya
Construction of the Ngororero bus terminal has already commenced, while the other sites are in preparation stages.
These facilities aim to modernize public transport infrastructure and improve passenger experience.
3.3 Gahanga Hills Estate – Kigali
Following a Cabinet meeting on 4th March 2026, the Government approved the development of the Gahanga Hills Estate, a large-scale housing project in Gahanga Sector, Kicukiro District.
Phase 1 Overview:
- 892 housing units
- Land size: 12.8 hectares
- Estimated Cost: $48 million (~Rwf 70+ billion)
- Timeline: 24 months
The development will include:
- 1, 2 & 3-bedroom apartments
- 3-bedroom terrace duplexes
- Resettlement housing units
The project will also implement a rehousing and compensation model for 121 affected landowners, ensuring inclusive urban development.


3.4 Ruhengeri Referral Hospital Expansion – Northern Province
The construction of a modernized and expanded Ruhengeri Referral Hospital is set to begin in May 2026.
Project Overview:
- Estimated Cost: €100 million (~Rwf 168 billion)
- Funding: 75% financed by the French Development Agency (AFD)
- Capacity Increase: From 320 to 550 beds
Planned Facilities:
- 36 ICU beds
- 8 operating theatres
- Advanced diagnostic equipment (MRI, CT scanner)
- 220-bed maternity unit with 40 incubators
The project will significantly improve healthcare services for a rapidly growing population expected to reach 3 million by 2040 in the Northern Province.
3.5 Bigogwe Art Therapy Centre – Nyabihu District
Plans were announced for the construction of the Bigogwe Art Therapy Centre in Nyabihu District, with works expected to commence in November 2026.
Project Overview:
- Estimated Cost: Over $3.5 million (~Rwf 5 billion)
- Site Area: 10 hectares
- Facility: Three-storey center
Capacity & Features:
- Accommodation for 500 residential beneficiaries
- Additional 500 participants in therapy programs
- Dedicated therapy rooms (music, storytelling, painting, etc.)
- Healing garden and community spaces
The project aims to address mental health challenges through art-based therapy, promoting healing, prevention, and community engagement.

3.6 Muhororo Hospital Reconstruction – Ngororero District
In March 2026, plans were announced to reconstruct Muhororo Hospital, located in Gatumba Sector, Ngororero District, with an estimated investment of Rwf 33.5 billion.
Originally built in 1952, the hospital has significantly aged and no longer meets current healthcare standards, with limited space affecting service delivery and patient safety.
Project Overview:
- Location: Gatumba Sector, Ngororero District
- Project Cost: Rwf 33.5 billion
- Project Type: Full reconstruction
- Timeline:
- Construction expected to begin in early 2027
- Completion targeted by 2029
Once completed, the new hospital is expected to significantly improve healthcare access and service quality for residents across multiple sectors, including Muhororo, Gatumba, Nyange, Bwira, and Kageyo.
