- Advanced Diploma in Plumbing-0 Year of relevant experience
- Bachelor’s Degree in Plumbing-0 Year of relevant experience

- Fluency in Kinyaranda English and or French knowledge of Swahili is an added advantage

- Knowledge of principles and practices in asset management
- Interpersonal and writing skills
- Technical expertise in capacity building procedures, technics and strategies;

- Knowledge and understanding of the Rwanda Infrastructure sector
- Knowledge in identifying potential sites for development
- Knowledge in Medical Infrastructure
- Analytical skills;
- skills in Communication
- knowledge of hospital infrastructure planning and design is an added value
- Understanding of hospital design and patient flow
