Major Infrastructure Projects Completed and Inaugurated Across Rwanda in 2025
In 2025, several landmark infrastructure projects were completed and inaugurated across Rwanda, improving access to housing, clean water, transportation, trade, skills development, and economic opportunities for millions of residents. This blog highlights some of the most impactful infrastructure and urban development projects delivered during the year, and how they are reshaping communities, strengthening livelihoods, and supporting Rwanda’s long-term development goals under NST2 and Vision 2050.
1. Mpazi Rehousing Project
On 14 May 2025, a new chapter began for 172 families in Mpazi, Gitega Sector, Nyarugenge District, as they received keys to their new homes under the Mpazi Rehousing Project. The project delivered 688 modern housing units, which combined with 105 existing houses brings the total number of homes in Mpazi to 793. Beneficiaries include residents who gave up land for new housing, a market, and a wood workshop, as well as 34 families displaced by road construction in Gitega.
Beyond the numbers, the project has transformed lives by replacing unsafe, informal housing with well-planned, durable homes and secure property ownership, significantly improving living conditions and strengthening urban organization in Kigali.

2. Rusizi II One Stop Border Post (OSBP)
On 5 June 2025, TradeMark Africa handed over the Rusizi II One Stop Border Post (OSBP) to Rwanda, officially opening operations and improving trade efficiency between Rwanda and the DRC. Built from October 2022 with a budget of USD 6.76 million, the EU‑funded project through IOM and TMA includes customs, immigration, quarantine facilities, and advanced e‑gates. It strengthens public health controls, climate resilience, and supports informal and women traders. The OSBP is expected to cut crossing times, reduce trade costs, improve revenue collection, and boost regional integration and cooperation.

3. Pindura–Bweyeye Road Upgrade (32 km)
On 25 June 2025, RTDA announced the full completion of the 32 km Pindura–Bweyeye road upgrade, a $35 million project that transformed a steep, winding dirt road into a modern tarmacked two‑lane highway with bridges, culverts, and drainage. Built by China Road and Bridge Corp., the upgraded road now provides safer, faster travel through Nyungwe Forest, improving access for farmers and tourists. Residents report major benefits: travel time to the Pindura main road has dropped to one hour, and farmers can reach markets more quickly, safely, and at lower cost significantly improving livelihoods in Bweyeye.

4. Ngororero Water Supply System
On 20 March 2025, WASAC Group and MININFRA inaugurated Ngororero Water Supply System which now delivers clean and safe water to more than 130,000 residents across six sectors; Muhanda, Kavumu, Ngororero, Kageyo, Kabaya, and Sovu. During the launch in Mugano Cell, community members celebrated the end of long walks to unsafe water sources, noting improvements in health, daily routines, and children’s school attendance.
Before the project, Ngororero’s clean water access rate stood at 68%, below the national average of 82.3%. With the new system in place, access in the district has now increased to 80%, helping prevent waterborne diseases and significantly reducing the time residents spend fetching water.
Funded by the African Development Bank (AfDB) at a cost of 9.3 billion Rwandan Francs, the project (July 2022–August 2024) delivered three water treatment plants with a combined capacity of 3,074 m³/day, along with 116 public taps and 41 reservoirs. This milestone supports Rwanda’s national goal of achieving universal access to clean water by 2029 under NST2.

5. Nyaruguru Feeder Roads Project (70.78 km)
On 24 November 2025, the Rwanda Transport Development Authority (RTDA) announced the full completion of 70.78 km of feeder roads in Nyaruguru District. These roads play a major role in boosting local development by improving access to markets, services, and economic opportunities.

6. Nyabihu Feeder Roads Development Project (93 km)
On 29 May 2025 the Rwanda Transport Development Authority (RTDA) confirmed the completion of 93 km of feeder roads in Nyabihu District under the World Bank–supported FRDP. The new roads are improving rural connectivity for over 121,000 residents, easing transport of potatoes and milk, and enhancing access to markets, schools, health facilities, and storage centers. The project created 1,115 jobs and strengthened the dairy value chain with new MCCs and MCPs. It also boosts tourism access and supports Rwanda’s broader goals under NST2 and Vision 2050.

7. Rutsiro Water Supply Rehabilitation Project
On 9 December 2025, WASAC Group announced the completion of 14 rehabilitated water supply systems in Rutsiro District, restoring over 90 km of pipelines and bringing clean, safe water to thousands of residents. Implemented from June 2024 to November 2025 under the World Bank–funded SPRP, the project replaced old pipelines, built new reservoirs and water points, and improved water access in six sectors. Schools and health facilities now benefit from reliable water, improved hygiene, and reduced costs.

8. Rambo TVET School
On 27 December 2025, Rubavu District, in partnership with Bralirwa plc inaugurated the Rambo TVET School, a 1‑billion‑franc investment aimed at expanding youth skills development and job creation of which Bralirwa contributed 500 million Rwf. Rambo TVET School opens with several technical training options, including industrial electricity, equipping young people with practical skills that match Rwanda’s growing industrial and manufacturing needs

9. Unama Ukore Plaza
On 27 December 2025, the Unama Ukore Plaza was inaugurated, marking a major milestone for the Unama Ukore Gisenyi Cooperative. Former street vendors in Rubavu have successfully completed a Rwf 450 million commercial building, symbolizing their transition from informal hawking to formal business. The cooperative made up of 115 former hawkers financed the project through member savings and a bank loan, building on an initial Rwf 1 million support from Rubavu District. Founded in 2019, the group began construction in August 2024 with the help of a Rwf 100 million bank loan.

10. Gisenyi Modern Market (RICO Market)
On 27 December 2025, The Gisenyi Modern Market was inaugurated after a 15‑year delay, completing a Rwf 6 billion project jointly owned by Rubavu District and RICO, which invested Rwf 3 billion. The project had previously stalled due to financial irregularities and legal disputes involving ABBA Ltd, whose failed contract led to leadership changes and years of litigation. With construction now complete, the market will host 1,500 traders and boost cross‑border trade in Rubavu.

11. Three major national roads
On 9 October 2025, the Ministry of Infrastructure (MININFRA) inaugurated three major road projects: Rukomo–Nyagatare (73 km), Huye–Kitabi (53 km), and Rubengera–Gisiza (25 km). These newly completed roads improve regional connectivity, facilitate trade, and create safer travel routes for millions of residents. Collectively, the three projects generated 2,475 jobs and are expected to directly benefit over 3 million residents across Nyagatare, Huye, Gisagara, Karongi, and neighboring districts. Financed by the Saudi Fund for Development with loans totaling USD 42 million, the roads improve national connectivity and access to public services.


12. Sake Water Supply System – Ngoma District
On 29 September 2025, WASAC announced the full completion of the Sake Water Supply System, delivering clean water to over 340,000 residents across nine sectors of Ngoma District. The project includes an 11,000 m³/day treatment plant, 140 km of pipelines, and 17 water points, ending years of severe water shortages. Funded by the African Development Bank, the system was built from February 2023 to May 2025 and is already improving health, hygiene, and service delivery in schools and health centers.

13. Kibeho Tea Factory – Nyaruguru District
Browns Investments PLC, the investment arm of Sri Lanka’s LOLC Group, inaugurated the Kibeho Tea Factory in Nyaruguru District on 11 September 2025, expanding its agricultural footprint in Africa. Developed through Browns Plantations Rwanda in partnership with the Wood Foundation and supported by the UK government, the project is valued at over €30 million (Rwf 51 billion) including its tea plantations.
Located in Mata Sector, Gorwe Cell, the factory began operations in 2024 after construction started in 2022. It is expected to create 25,000 jobs, attract $135 million in foreign direct investment, and deliver $30 million annually to smallholder farmers. The project already engages more than 10,000 farmers and is positioned to significantly boost Rwanda’s tea exports and rural incomes


Rwanda’s 2025 infrastructure achievements reflect a year of major progress, with new roads, water systems, housing, markets, and skills facilities transforming daily life across the country. These projects are strengthening connectivity, improving service delivery, and expanding economic opportunities for millions. Together, they demonstrate Rwanda’s continued commitment to building a more resilient, inclusive, and prosperous nation as it advances toward NST2 and Vision 2050.
