Key Infrastructure Projects Launched and Groundbroken Across Rwanda in 2025
As 2026 unfolds, it is timely to look back at the key infrastructure projects that were launched and groundbroken across Rwanda in 2025. Throughout the year, foundation stones were laid, sites were cleared, and long-anticipated developments finally moved from planning to construction. From healthcare and housing to transport and urban renewal, these projects marked a decisive shift from ambition to execution.
1. Kigali Urban Transport Improvement Project (KUTI)
Launched in March 2025, the Kigali Urban Transport Improvement Project laid the groundwork for long-term improvements to mobility and road safety in the capital. Co‑financed by the Government of Rwanda and the African Development Bank (AfDB), the project targets critical junctions and introduces infrastructure for safer, more efficient urban transport.

2. Burundi-Rwanda Integrated Development Project (BRIDEP)
Launched on 24th March 2025, together with the Kigali Urban Transport Improvement (KUTI) Project, the Burundi–Rwanda Integrated Development Project (BRIDEP) aims to boost regional integration by developing key transport and trade‑facilitation infrastructure between the two countries. Co‑financed by the Government of Rwanda and the African Development Bank, the project supports NST2 priorities by improving connectivity, transport efficiency, and cross‑border economic growth.
3. Nyabisindu Rehousing Project – Kigali
Launched in May 2025 by the Government of Rwanda through the Ministry of Infrastructure and the City of Kigali, the Nyabisindu Rehousing Project reflects Rwanda’s ongoing commitment to inclusive urban development and the upgrading of informal settlements. The project will relocate families into planned, climate-resilient neighbourhoods while integrating essential social infrastructure such as schools, markets, green spaces, and access roads.

- Covers 38.54 hectares
- 1,639 housing units planned across 58 housing blocks
- Designed to accommodate over 1,600 families
- Located in Gasabo District targets four villages Nyabisindu, Amarembo I, Amarembo II, and Ibuhoro
- Development includes residential areas, market space, schools, green zones, and access roads



4. Prince House – Giporoso – Masaka Road Expansion Project
By mid-2025, demolition works along the Prince House–Giporoso–Masaka corridor signalled the start of long-awaited physical works for this major road upgrade. The project will expand the existing road into a four-lane highway, easing congestion and improving connectivity between Kigali’s central business district and eastern suburbs.

- Expansion from two lanes to four lanes
- Over 530 properties are being expropriated with a compensation budget of Rwf 16 billion
- Includes a flyover section

5. Ramba Hills Project
One of 2025’s standout moments came when RDB CEO Jean-Guy Afrika laid the foundation stone for the Ramba Hills Project in Kacyiru, signalling a new scale of private real-estate investment in Kigali. Developed by Ramba Real Estate Ltd, the mixed-use development will introduce high-rise residential, commercial, and hospitality spaces that will reshape the city’s skyline.

- Five towers: 26, 24, 16, 12, and 10 floors
- Parking capacity for 1,400 vehicles
- Construction period of four years
- First residential units will be ready within 18 months.


6. Fortis Green Eco-Housing Estate – Kigali (Masaka Sector)
In October 2025, Fortis Green Housing launched a USD 25 million eco-housing estate in Masaka Sector following extensive market research into demand for affordable green housing in Kigali.
Construction has officially begun on the seven-hectare estate, which will include 51 single-family homes, 33 townhouses, and 302 apartments. The first phase, comprising the homes and townhouses is expected to be completed by early 2026, while the first apartment block will be ready within 13 months. The entire development is set to be finalized within two and a half years.

7. Construction works to upgrade Nyarubuye Health Center into a Medicalized Health Facility
In November 2025, the Government of Rwanda officially launched the upgrade of Nyarubuye Health Centre, transitioning a facility that has served the community since 1951 into a Medicalized Health Facility. The foundation-stone ceremony marked the shift from planning to physical construction.
Led by MINEMA, with support from the Government of Denmark and the World Bank under the Jya Mbere initiative, the project will introduce hospital-level services, including operating theatres, a modern maternity wing, neonatal care, and emergency and diagnostic units. For residents of Mahama Refugee Camp and six surrounding sectors, the project means shorter travel distances and improved access to critical healthcare.

8. Kagitumba–Kayonza–Rusumo Roads Project
In November 2025, the African Development Bank approved additional financing to complete the Kagitumba–Kayonza–Rusumo road corridor, securing the future of one of Rwanda’s most strategic regional links.
While construction resumes in early 2026, the funding approval marked a decisive milestone in 2025.

9. Construction of National Veterinary Reference Laboratory
In November 2025, Rwanda broke ground on the National Veterinary Reference Laboratory at the Rubirizi Research Station, marking a major step forward in strengthening national health security.
Funded through the Pandemic Fund, the BSL-3 facility will enhance Rwanda’s ability to detect and respond to zoonotic diseases, with implications for public health, livestock systems, tourism, and trade.

10. The Kimironko Commercial Complex
On 3rd December 2025, Kimironko entered a new chapter with the launch of Phase One of the Kimironko Commercial Complex, beginning the transformation of one of Kigali’s busiest commercial areas into a modern urban hub.

- Bus terminal capacity: up to 80 buses
- Parking for 1,800+ vehicles
- Commercial tower, residential apartments, recreation spaces
- Investment: over USD 20 million
Total redevelopment cost projected to exceed USD 100 million
