Whether you’re bidding for construction projects, consulting services, or public supplies, this guide will give you everything you need to know about UMUCYO.
What is UMUCYO?
UMUCYO (which means “transparency” in Kinyarwanda) is Rwanda’s official e-Procurement system, launched to automate and streamline the country’s public procurement process.
It serves as a centralized platform for government entities to:
- Publish tenders
- Receive bids
- Evaluate offers
- Award contracts
- all above in a secure paperless environment.
The platform facilitates Government-to-Business (G2B) interactions and enforces strict compliance with procurement laws.
During the Africa Quantity Surveyors Conference 2025, held from June 23–28/2025, Francine Gatarayiha, Program Manager of e-Procurement in Rwanda, delivered a presentation highlighting key developments and innovations in Rwanda’s UMUCYO e-Procurement system.
Below are the main points she addressed to broaden participants’ understanding of how the system works:
Key Objectives of UMUCYO
- Increased transparency and traceability: Procurement processes are visible and traceable at every stage, ensuring openness and accountability.
- Reducing fraudulent practices in public procurement: Forgery of documents is prevented as key certificates (e.g., tax clearance from RRA, RSSB compliance) are sourced directly from the issuing authorities.
- Information availability to all from everywhere: All public procurement opportunities are published on UMUCYO and accessible from anywhere.
- Increasing accuracy in reporting and statistics: The system’s automation ensures reliable and consistent procurement data for better planning and analysis.
- Ease of monitoring and audit activities: Real-time data access allows for efficient tracking, performance monitoring, and audit of procurement activities
- Streamlining and standardization of government procurement: All public institutions follow a unified, consistent process, reducing discrepancies and administrative burden
- Enforce compliance with regulations: The system ensures that procurement procedures adhere to national laws and regulations.
- Save time and money for both government and bidders (and for any other actor): Both government entities and bidders save time and money through reduced paperwork and streamlined digital processes.
- Increase security of bids and documents: Electronic submissions and digital signatures protect sensitive procurement data from tampering or unauthorized access.
- Close or reduce corruption opportunities: By eliminating direct interaction between bidders and procurement professionals , the system helps prevent unethical practices.

UMUCYO’s development and rollout happened in several key stages:
Today, UMUCYO is widely used across Rwanda by thousands of procuring entities.

Current Phase: WB & AfDB Funded Projects, Sectors & Health Centers
- UMUCYO now supports procurement activities for World Bank and African Development Bank–funded projects, as well as local sectors and health centers.
- This phase ensures complete national coverage and integrates donor-funded activities into Rwanda’s digital procurement system.

UMUCYO is integrated with other systems
One of the most powerful features of UMUCYO is its linkage with key public and private systems in Rwanda. These integrations eliminate the need for physical document submission and ensure that all certifications and validations are securely verified at the source.

Here’s how the system works with each institution:
- IFMIS – Budget and Payment Authorization
UMUCYO links with the Integrated Financial Management Information System (IFMIS) to:
- Validate that tenders have allocated budgets before they are published.
- Authorize payments linked to public procurement contracts.
Without a registered budget in IFMIS, a tender cannot be launched.
2. RRA – Rwanda Revenue Authority
The system is integrated with RRA to:
- Automatically verify a company’s Tax Clearance Certificate.
- Eliminate the need to upload or print the certificate manually.
Bidders still need to pay for the certificate . Once payment is made, UMUCYO retrieves the document directly from RRA.
3. RSSB – Rwanda Social Security Board
UMUCYO checks real-time compliance with RSSB:
- Verifies if a company is actively contributing social security for its staff.
- Automates validation of the RSSB Compliance Certificate.
Like with RRA, bidders pay RSSB separately, but no paper submission is required. UMUCYO accesses the certificate automatically.
4. Rwanda Development Board (RDB)
UMUCYO is integrated with RDB to automatically retrieve essential company registration information. This includes:
- Company registration certificates: no need to submit a hard copy; the system fetches the electronic version directly from RDB.
- Business activity details : automatically pulled during company registration in UMUCYO.
To register, bidders simply input their ID and the system retrieves all related details from RDB.
If you need to update your business activities (e.g., adding a new category), the changes must first be made with the RDB Registrar after which they will be reflected in UMUCYO automatically.
5. Banks and Insurance Companies
UMUCYO is connected to 29 banks and insurance companies to streamline the issuance and verification of financial guarantees such as:
- Bid securities
- Performance guarantees
- Advance payment guarantees
- Credit line security
Documents are submitted directly by the bank or insurer into UMUCYO , the bidder does not upload them.
6. Digital Certificate via RDB PKI
Before any user can access UMUCYO, they must obtain a digital certificate from RDB’s Public Key Infrastructure (PKI). This certificate is used to:
- Authenticate users securely
- Sign bid documents digitally
- Prevent unauthorized account access

7. Irembo
For local bidders, payments required within the UMUCYO system can be made immediately through Irembo.
For international bidders, additional payment gateways such as Visa cards and other international options have been integrated into the system to facilitate secure transactions.
8. National ID
All users are required to upload their National ID, and the system automatically verifies and displays the relevant personal information linked to that ID.
The Next Step: Introducing Artificial Intelligence (AI)
Francine Gatarayiha, Program Manager of e-Procurement in Rwanda, also announced the introduction of Artificial Intelligence (AI) technology into the UMUCYO system.
Here’s what AI will do in the near future:
- Flag suspicious bidding patterns
- Detect delays and execution risks
- Spot conflicts of interest or price anomalies
- Enhance early fraud detection
This new phase will not only make procurement smarter but also strengthen trust in Rwanda’s public spending.
UMUCYO is more than just an e-Procurement portal , it’s a digital transformation tool that supports accountability, fairness, and efficiency in public contracting.
