King Faisal Hospital Rwanda Foundation (KFHRF) is seeking interested and qualified companies to submit bids for the supply several items as indicated in detail in Lot 1

Lot 1: Street Lighting Installation Works at Kacyiru Executive Apartment
 

Eligible offers must include the following information to be considered:

• Priced Proposal,
• Validity of the offer,
• Copy of the company’s Certificate of Registration, tax clearance certificate, VAT registration, RSSB clearance and trading license
• 3 certificates of good completion of the similar work

Proposals should be submitted in English, offers in Rwandan francs, addressed to the Executive Secretary, and submitted to rutavogerwa.j@kfhkigali.com by Monday, 8^th August, 2025 at 10:00 AM Central Africa Time (CAT). Please note this tender notice is not a binding contract.

Terms of Reference (ToR)

Invitation for Bids: Street Lighting Installation Works at Kacyiru Executive Apartment

Procuring Entity: King Faisal Hospital Rwanda Foundation

Project Title: Supply, Installation, Testing and Commissioning of Street Lighting System for outdoor spaces within the compound at Kacyiru Executive Apartment.

Location: Kacyiru Executive Apartment, Kigali

Background

King Faisal Hospital Rwanda Foundation is undertaking a project to enhance the safety and visibility of its external areas by installing an efficient street lighting system around the proposed parking area. The KFHRF invites qualified and experienced firms to submit bids for the execution of this project.

2. Scope of Work

The successful bidder shall be responsible for the supply, installation, testing, and commissioning of the following:

The contractor shall provide all materials, labor, equipment, and tools necessary to complete the project to the satisfaction of the client’s engineer.

3. Technical Requirements

• All lights must have IP65 protection or higher.
• Concrete bases must meet minimum 40x40x60 cm dimensions.
• Cables must be buried underground, with proper insulation and protection.
• System to include a photocell sensor or automatic timer to control on/off operations.
• All works must comply with Rwandan electrical standards and safety regulations.

4. Execution Timeline

The expected duration for the execution of the works is 30 calendar days from the date of contract signing.

5. Bidder Qualifications

Bidders must submit the following:

• Valid company registration and trading license
• Tax clearance certificate
• At least 2 similar completed projects in the last 3 years
• CVs of key technical personnel (A₀ in Electrical engineering with a valid RURA license for electrical installation, and license to practice from institute of engineer).
• Proposed work plan and methodology

6. Submission Requirements

Interested companies are required to submit:

• A detailed technical proposal
• A financial proposal (including all applicable taxes)
• Warranty and after-sale service conditions.

7. Evaluation Criteria

Bids will be evaluated based on the following:

• Compliance with technical specifications
• Competitive pricing
• Execution timeline
• Company experience and capacity
• Warranty and after-sales service

8. Site Visit

Interested bidders may arrange a site visit upon request to understand the installation.
