1.1. Introduction and Background
The Youth Entrepreneurship in Agriculture in Rwanda (YEA-R) project, a five-year program funded by the Mastercard Foundation, aims to empower 40,000 young Rwandans in the agrifood sector by fostering entrepreneurship and creating dignified, fulfilling and equitable work opportunities. Implemented by a consortium led by SNV, this $20 million program focuses on developing relevant skills, building resilient market systems, and addressing key barriers like limited access to finance and market information. With a strong emphasis on gender equity and social inclusion, YEA-R project will support youth, particularly in the horticulture and poultry sectors, to establish successful agribusinesses. In season C 2025, demonstration plots have been established in targeted districts to showcase good agricultural practices, climate-smart innovations, and improved technologies in horticulture. Building on the idea of imparting both practical and theoretical skills to group participants within 2 seasons, SNV is procuring inputs to be used in 2026A season for all demonstrations plots. This support to project participants will lead to the adoption of horticulture and poultry production practices and farm management on their respective farm and ensure sustainable work opportunities
1.2. Objectives, Expected outcomes and Target
While the demo plots have provided vital learning and skills transfer, climate change effects such dry spells, new pests and diseases are limiting factors to optimize the yields and quality of horticulture produce due to vulnerability of horticulture crops to climate. Despite these challenges, project participants are eager to continue learning climate smart agriculture practices to optimize productivity. Therefore, supporting youth groups to adopt climate resilient practices and expand production beyond demo plots remains a priority for the YEA-R project. It is against this background that YEA-R project intends to award most performing youth groups with greenhouses which are crucial infrastructure to
increase and improve yields of horticulture crops in the face of climate change.
1.2.1. Specific objectives include:
- To provide most performing youth groups with greenhouses
- Facilitate the youth groups to learn Modern farming techniques
- Improve resilience of youth groups to climate change effects
- Improve the quantity and quality of vegetables
- Create work opportunities for young women, men and People with disability
- Increase income of youth groups through production of horticulture crops all year round
- To strengthen youth and women’s participation in sustainable, commercial horticulture value chains.
1.2.2. Expected outcomes
- Increased adoption of modern farming techniques including climate Smart agriculture practices
- Enhanced yields and productivity of key vegetables (Tomato, green pepper, cucumber, etc.)
- Improved farm-level profitability and market competitiveness.
- Creation of work opportunities, especially for youth and women.
- Improved resilience to climate change

3. Delivery Sites
The two greenhouses will be delivered and installed at the following locations:
- Burera District – Butaro Sector
This site is located in the Northern Province of Rwanda. this site will also require full delivery and installation of one greenhouse. - Muhanga District – Cyeza Sector
Located in the Southern Province, this site will also require full delivery and installation of one greenhouse.
Each site will receive one (1) fully installed greenhouse. Suppliers are expected to coordinate delivery, unloading, and complete setup at both locations, ensuring all components are delivered safely and installation is carried out according to the technical specifications.
4. Evaluation criteria and submission
This assignment is limited to local firms Interested applicants are requested to submit the following:

Financial Proposal
Proposed budget priced in Rwandan Francs (Rwf) must be submitted separately electronically. The pricing information should not appear in any other section of the proposal other than the financial proposal. The registered company shall be entirely responsible for all applicable taxes, transportation and Installation to the delivery sites, and offloading of the supplies. Submission must be in English and typed single-spaced on standard type white paper. All pages must be numbered, including the RFP reference number and name of the organization at the bottom of each page.
Evaluation of Proposals:
a) Selection method: The procurement selection committee will evaluate the proposals using the Quality-Cost Based methodology as detailed below:
1. Preliminary examination of administrative requirements compliance to this Request for Proposals on a pass/fail basis.
2. Detailed Technical evaluation will contribute 60%.
3. Financial scores will be allocated 40% to determine the best evaluated bid.
Proposals failing at any stage will be eliminated and not considered in subsequent stages.
5. Proposal submission requirements
The technical and financial proposals should be submitted separately in PDF format; both clearly marked with the RFP Reference Number above.
Proposals (both technical and financial) must be submitted electronically to email: rwandaprocurement@snv.org with clear subject line: “(Establishment of Two Greenhouses in Burera and Muhanga Districts)” and submitted by Wednesday October 29, 2025 at 5:00pm Kigali time.
Administrative Requirements
The bid documents must include the following administrative documents at a minimum.
- Company Registration Documents. Certificates/licenses issued by Rwanda Development Board (RDB).
- Valid Tax Clearance Certificate issued by Rwanda Revenue Authority (RRA)
- VAT certificate
Note: Failure to meet a single administrative requirement will result in disqualification of the Service provider from further technical evaluation.
6. Key compliance issues
Consultant must comply with SNV’s environmental and Social Safeguarding policies and procedures as well as take into consideration donor-specific requirements.
7. Data Protection assurance
SNV will not retain your Personal Data for longer than is allowed by law or is necessary for the Purposes.
If you are selected and offered employment, the Personal Data you have provided will be used by SNV for the purpose of this bidding administration. If you are unsuccessful on this occasion to secure tender with SNV, SNV will retain your Personal Data for required period for the purpose of any future internal or external audit.
