1.Brief description of DUHAMIC-ADRI
DUHAMIC-ADRI is a Non-Governmental Organization legally recognized under Rwandan Law. The organization was founded in 1979 with the objective of assisting farmers in organizing themselves to combat constraints related to rural marginalization. Over the years, its operations have expanded from local and regional levels to the national level. The Constituent General Assembly of April 20, 1985, officially established DUHAMIC-ADRI as an NGO operating throughout Rwanda.
DUHAMIC-ADRI was legally recognized by Ministerial Order No. 943 of July 12, 1985. Its statutes were later modified and recognized by Ministerial Order No. 025/11 of March 21, 2005. The organization also fulfilled all requirements under Law No. 04/2012 of February 17, 2012, governing national non-governmental organizations and received a compliance certificate from the Rwanda Governance Board (RGB) on June 17, 2013.
Vision: A rural world responsible for its self-socio-economic development.
Mission: Supporting integrated development through rural population initiatives aimed at self-development.
Objectives:
- Combating the marginalization of rural areas.
- Promoting and strengthening associations, cooperatives, and farmers’ groups.
- Supporting rural development initiatives in various socio-economic sectors.
2.Introduction of KungaharaProject
CARE Austria, together with CARE Rwanda, in partnership with DUHARANIRA AMAJYAMBERE Y’ICYARO (DUHAMIC-ADRI) are implementing KUNGAHARA: Resilient Systems for Food and Nutrition funded by the European Union and co-funded by the Austrian Development Cooperation from 1st January 2024 to 31st December 2026.
In line with the EU’s global objective of the KUNGAHARA Call for proposals, the overall objective of the project is to strengthen resilient food systems and nutrition security in Rwanda. To tackle the different factors hindering food availability and nutrition, the project enacts locally-led and owned change at every stage of the food system – production, aggregation, processing, distribution and consumption – through two complementary supply and demand outcomes:
Outcome 1: Equitable, sustainable, inclusive, productive and nutrition sensitive agricultural value chains in Gicumbi, Rulindo and Gakenke districts are strengthened; and
Outcome 2: The consumption of diverse and nutrient rich foods by vulnerable households, in particular women and children, in Gicumbi, Rulindo and Gakenke district is increased.
The project is targeting 31,000 small holder farmers and use a holistic set of interventions to enhance food systems in a sustainable manner, equipping women and youth farmers ‘groups and cooperatives within the selected environment and nutrition-sensitive value chains with the skills, connections, and support to improve production and access to markets, and as a result, nutritious food availability and increase its consumption.
Context and justification
To achieve the resilient systems for food and nutrition security, it is important to have market infrastructures to match increase in production and access to market as results from KUNGAHARA Project interventions.
In this context, DUHAMIC-ADRI in collaboration with Gakenke District have identified 1 existing butcher in Gakenke District to be renovated

Deliverables
The contractor will be expected to provide the following deliverables:
- Renovation of walls and floors ceramic tiles;
- Replacement and renovation of doors and windows;
- Renovation of sidewalks;
- Renovation of wall plastering;
- Renovation of ceiling;
- Renovation of paints;
- Renovation of electrical installation;
- Renovation of sanitary facilities;
- Implementation of external works;
- Final report with before and after photos, material usage, and handover documentation.
Required Documents for Submission
Interested bidders shall submit their proposals comprising the following documents:
- A Company registration issued by RDB
- A valid RSSB clearance certificate
- A valid Tax Clearance Certificate issued by RRA
- Proof of use of the Electronic Billing Machine (EBM) (An invoice issued in the past or EBM usage certificate)
- A Site Visit Certificate to be issued by DUHAMIC-ADRI during the visit (the certificate will be issued to the company which will be represented by the person with proven skill in construction works)
- 3 certificates of good completion for similar work (construction) with their contracts (Certificates without contracts will not be accepted)
- CV and degree of project leader (A0 in Civil Engineering) with a minimum of 3 years of experience
- CV and degree of Site foreman (A2 in electrical technician or in construction) with at least a 3-year of experience.
- A commitment letter proving to complete the assignment in a period not exceeding 60 calendar days starting from the contract signature date.
- Bid security equivalent to 279,848 Rwf
All the above documents are mandatory; failure to submit any of them will result in automatic disqualification.
Safeguarding clause

Note:
- Prior to signing the contract, DUHAMIC-ADRI may request the successful bidder to provide a performance guarantee equivalent to 10% of the contract value.
- Following the opening session, the bidder may be requested to provide a soft copy of their financial proposal, to be used solely for verification purposes.
- Prior to contracting, DUHAMIC-ADRI will conduct a vetting process to the successful bidders to ensure compliance with anti-terrorism and other regulatory requirements.
- DUHAMIC-ADRI reserves the right to conduct due diligence on the references provided by the bidder. If any reference is found to be unauthentic, it will lead to the immediate disqualification of the bidder. The same applies to administrative documents such as Tax Clearance, RSSB Clearance, VAT certificate, and others.
- Bidders who are blacklisted by RPPA are not eligible to participate in this tender. DUHAMIC-ADRI reserves the right to reject such bids.
