Team Leader/Urban Infrastructure project manager – Consulting services for “Provision of technical assistance to SPIU /KISUP team for implementing KISUP activities”


Skat Consulting Ltd. is looking for a Team Leader experienced in the area of urban infrastructure projects management to provide consulting services for the “Provision of technical assistance to SPIU /KISUP team for implementing KISUP activities”.
The project is funded by Agence français de développement (AFD) and implemented by the
City of Kigali. These consulting services are currently under tender.

Building Material Production and Off-farm Employment in the Great Lakes Region” (PROECCO) project in Rwanda. We are leading a strong partnership of actors and are in an excellent position to bid for the programme in question with a country office in Kigali.


Project summary: Kigali Informal Settlement Upgrading Project (KISUP) is a project implemented by the City of Kigali and financed by the French Development Agency (AFD) and the European Union to support the implementation of the Government of Rwanda (GoR) strategy on informal settlement upgrading.

The principles of intervention are to support in-situ rehabilitation through an integrated approach, to enhance the sustainability of the project with a strong participatory approach and to test new solutions to improve social inclusion and climate resilience. The general objective of the project is to improve the living conditions of Kigali residents in informal settlements and maintain low-income households in upgraded areas.

The specific objectives are to (i) improve access to inclusive, resilient and safe infrastructure and social services for all residents of Kagugu, Rwezamenyo and Nyakabanda ; (ii) to sustain the capacity of local stakeholders, including the City of Kigali, to implement informal settlement upgrading project in an integrated and resilient manner and (iii) to test the development of decent and affordable rental housing solutions for low-income households.

  • Duration: 48 months

    Tasks of the team leader/ Urban infrastructure project manager
    Overall, he/she will have the following responsibilities:
  • assist and advise the SPIU on the overall organization/establishment of the project
    coordination and implementation;
  • guide, supervise, and coordinate the work of all team members.
  • take overall responsibility for preparing reports and consolidating reports prepared by
    all technical assistance team members, and
  • provide specific technical inputs as may be required to assist successful
    implementation of the Project.
    Specifically, his/her tasks are, but not limited to the following:

  1. Study the project documents (including capacity needs assessment, KISUP upgrading report, Project Operational Manual) and other relevant documents and prepare Action Plans for Project Implementation.
  2. Support the KISUP project manager to coordinate, support and oversee the various KISUP Sub-Projects and ensure efficient programming and subsequent acceptable progress.
  3. Working in collaboration with the project Institutional Strengthening team, update the Capacity Need Assessments for the SPIU, determine any necessary additiona short-term technical support needs for KISUP Project activities, and prepare necessary TORs and implementation schedules of capacity building activities.
  4. Provide coaching support to the KISUP team to enhance its infrastructure project management skills.
  5. Provide initial training in project management and oversight for CoK/SPIU; and provide continued training on all project implementation aspects through working side-by-side with the SPIU.
  6. Support SPIU coordinator and KISUP project manager in leading the checking/review (as necessary) of detailed designs, cost estimates, bidding documents, and other contract documentation prepared by others.
  7. Support the SPIU in the management of works contract packages, including to ensure timely completion, cost management/control and satisfactory quality of works, including commissioning.
  8. Assist in overall sub-project planning, scheduling, and reporting of sub-project, activities. Required Expertise and Qualification
  1. A registered professional Civil Engineer with a master’s degree in civil engineering with
    PMP Certificate or a master’s degree in project management
  2. At least 15 years of experience with extensive knowledge in Municipal/Civil Engineering and Urban Development, with relevant experience in Project and Contract Management.
  3. Experience in non-traditional approaches to capacity development, such as mentoring and coaching.
  4. Broad expertise across project and team management: leadership, strategic planning, change management, human resources and coordination.
  5. Must have a working experience in similar capacity on at least two (2) projects of comparable magnitude and complexity in the last 15 years in developing countries.

6. Fluency in written and spoken English is mandatory.
