TITLE: SUPPLY AND INSTALLATION OF ELECTRICAL EQUIPMENT FOR PARTIAL REHABILITATION OF NTARUKA HYDROPOWER POWER PLANT

PROCUREMENT METHOD: INTERNATIONAL COMPETITIVE BIDDING (ICB)

SOURCE OF FUNDS: ENERGY UTILITY CORPORATION LIMITED (EUCL)

1. EUCL hereby invites sealed bids from eligible bidders specialized in the field for submitting their best offers for Partial rehabilitation of Ntaruka Hydropower Plant (supply, installation & commissioning) as detailed in the supply of Requirements.
2. The tender is composed of one (1) indivisible lot and participation is open on equal conditions to all companies specialized in the field. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the Procurement User Manual of REG as updated to date.
3. Tender Documents may be obtained on any working day starting from 9:00 am to 5:00 pm at EUCL Headquarter, KN82 ST Nyarugenge District, 1^st Floor, Room N° G114, the Secretariat Office of the Procurement Management of EUCL, E-mail: procurement-eucl@eucl.reg.rw, upon presentation of a proof payment of a non-refundable fee Equivalent to Fifteen thousand Rwandan Francs (15,000 Frw) deposited to Account N° 25044962001 opened at I & M Bank, Rwanda or 2001161020000121 Opened at NCBA, Rwanda.
4. A compulsory site visit is scheduled to take place from 19^th to 20^th February 2026 from 10:00 A.M. to 4:30 P.M. (local time) at the project site NTARUKA HPP. On the same dates, a pre-bidding meeting shall be held. A certificate of site visit shall be issued to all companies that attend the site visit.
5. Well printed bids, properly bound and presented in two copies one of which is the original must reach the Secretariat of the Procurement Management at the address mentioned above not later than 11/03 / 2026 at 10:00 am. Late bids and electronics bids will be rejected and returned unopened. The bids should be well sealed and addressed to the following address:

6. Bids will be opened in the presence of bidders or their representatives who choose to attend at EUCL main board room on 11/03/2026 at 10:30am. 1^st Floor, Room N° G114, at the Secretariat of the Procurement Management Unit.

7. All bids shall be accompanied by a Bid Security of Seven Million Rwandan Francs (7,000,000Frw) Rwandan Francs or Four thousand Eight Hundred US Dollars (4,800 USD) issued by a bank or financial institution with validity period of at least 150 days from the submission date.

8. The bids shall remain valid for 120 days starting from the deadline of bids submission. The Outer envelope should clearly indicate the tender name and title.

9. Bidding will be conducted in accordance with the REG Procurement Procedures manual.
