Job Responsibilities
- To implement the COM and suggest improvements, preparing reports as required for the implementation of the project.
- To work closely with other SPIU staff on project-related aspects for effective planning, implementation reporting, monitoring, evaluation, and communication.
- To manage, supervise, and coordinate all construction activities at the assigned provincial level in collaboration with district-based School Construction Field Officers, using both Home-Grown and Conventional approaches, and with District School Construction Engineers.
- To coordinate with the NESA Team and the School Construction Team under RHA to ensure project compliance with MINEDUC standards and Rwanda Building Regulations.
- To elaborate architectural drawings of school infrastructure, site layout plans, and detailed facility execution drawings.
- To be proficient in architectural software such as AutoCAD, REVIT, and ArchiCAD.
- To prepare technical specifications, guidelines, and drawings, and monitor compliance and implementation within the province.
- To support MINEDUC’s Public Tender Committee in procuring all school construction-related tenders.
- To ensure timely delivery of centrally procured materials to district warehouses within the assigned province.
- To prepare and supervise execution of District Implementation Agreements (DIAs) and monitor fund transfers for district and sector-level activities under the Home-Grown approach.
- To supervise Sector Implementation Agreements and ensure timely district-to-sector fund transfers under the CDD arrangement.
- To coordinate and supervise all sub-project construction activities in the province and compile monthly, quarterly, semi-annual, and annual reports as outlined in the Construction Operation Manual.
- To review project activities for environmental risks and ensure mitigation, documentation, and quality management plans in collaboration with Environmental and Social Safeguards Officers.
- To identify training needs of staff and partners, and report them to the Project Manager and Capacity Building Specialist.
- To assist in preparing a flyer explaining Home-Grown School Construction Approach specifics and promote stakeholder understanding.
- To ensure stakeholder participation in the HGSCA according to COM guidelines.
- To participate in reviewing the Construction Operation Manual for proper project implementation.
- To consolidate district progress reports and submit them to the School Construction Project Manager.
- To support audits, facilitate auditors, and ensure audit recommendations are implemented.
- To prepare for and participate in funder supervision missions and annual reviews.
- To perform any other relevant duties.
Qualifications
- Master’s in Architecture – 3 Years of relevant experience
- Master’s in Civil Engineering – 3 Years of relevant experience
- Bachelor’s Degree in Civil Engineering – 5 Years of relevant experience
- Bachelor of Science in Architecture – 5 Years of relevant experience
- Master of Science in Architecture – 3 Years of relevant experience
- Bachelor’s Degree in Architecture – 5 Years of relevant experience
Required Competencies and Key Technical Skills
- Proficient use of IT systems and tools including search engines, Microsoft Office (Excel, Word, Outlook), and data analysis software (SPSS, STATA)
- Ability to work in a team and under tight deadlines in a dynamic, fast-paced environment
