This month, we spotlight groundbreaking developments, major ongoing works, and newly approved, high-impact upcoming projects shaping Rwanda’s construction industry.

1. GROUNDBREAKING PROJECTS (NEWLY LAUNCHED)
1.1. Construction works to upgrade Nyarubuye Health Center into a Medicalized Health Facility
Project Owner: Ministry of Emergency Management (MINEMA)
Partners: Government of Denmark, World Bank
Program: Jya Mbere initiative
On 5 November 2025, the Government of Rwanda officially launched the expansion of Nyarubuye Health Centre in Kirehe District. A foundation stone was laid in a ceremony attended by national officials and international partners.
Scope of Work
Originally built in 1951, the project will transform the facility into a Medicalized Health Centre, bringing hospital-level services closer to thousands of residents and refugees.
Planned construction includes:
- 2 operating theatres
- Modern maternity wing with pre-delivery rooms
- Neonatal care unit
- Emergency & diagnostic blocks
- 110 inpatient beds
- Expansion across a 3.6-hectare site
Beneficiaries
- Mahama Refugee Camp residents
- Six surrounding sectors: Nyarubuye, Mushikiri, Nasho, Mpanga, Kigina, and Mahama
Budget & Timeline
- Cost: Over Rwf 6 billion
- Completion: June 2026
1.2. Construction of National Veterinary Reference Laboratory
On November 18, 2025 Rwanda officially launched construction of its National Veterinary Reference Laboratory (NVRL), a state‑of‑the‑art BSL‑3 facility that will significantly strengthen the country’s ability to detect, prevent, and respond to disease threats before they spread. This milestone addresses a critical gap in Rwanda’s health security architecture, especially for zoonotic diseases that can pass between animals and humans, posing serious risks to public health, the economy, and tourism.
Project Details
- Location: Rubirizi Research Station, Kigali
- Funding: $24.9 million grant (Pandemic Fund – SPPROHRW Project)
- Construction Timeline: 24 months
- Civil Works Cost: approx. $3 million
2. ONGOING PROJECTS (Active Construction Updates — November 2025)
2.1. Kivu Belt Water Supply System – Karongi District
On 11 November 2025, MININFRA informed the public that in Karongi District, construction of the new water treatment plant is advancing steadily, with works now at 90.2% completion. Once operational, the facility will have the capacity to produce 13,000 cubic meters of clean water per day, significantly enhancing access to safe water for surrounding communities.
2.2. Construction of Rusizi Port
Construction works on the Rusizi Port are nearing completion, with progress now at 95%. Beyond boosting the national economy through trade activities on Lake Kivu, once finalized the port will also create diverse employment opportunities for local residents.
2.3. Karongi-Muhanga road rehabilitation and widening project
The Rwanda Transport Development Agency (RTDA) announced significant progress throughout November 2025 on the ongoing Karongi–Muhanga road rehabilitation and widening project, a key corridor that will enhance mobility across the Western and Southern Provinces.
On 17 November 2025, RTDA confirmed that the Rubengera–Rambura and Rambura–Nyange sections—totalling 37.15 km are now fully completed. Works on the final Nyange–Muhanga segment are advancing steadily, marking a critical step toward completing the entire route.
Earlier, on 10 November 2025, RTDA reported that the Nyange–Muhanga (24 km) section had reached 64.1% progress, with 8 km already paved with new asphalt. This portion will also integrate with the newly completed Rubengera–Nyabarongo Bridge road, improving travel efficiency and strengthening regional connectivity.
Once fully completed, the upgraded Karongi–Muhanga corridor will connect Southern province with the West and North parts of Rwanda, facilitating the movement of people and goods.
2.4. Construction of the Karongi–Kiziba road (14.5 km)
on 10th November, The Ministry of Infrastructure announced that construction of the Karongi–Kiziba road (14.5 km) is now nearing completion. This project is designed to enhance mobility for residents and strengthen connectivity across Karongi District, linking communities with the Kiziba Refugee Camp as well as key facilities such as schools, thereby improving access to essential services and supporting local development.
2.5. Construction of the Nyacyonga–Mukoto road (36 km)
Rwanda Transport Development Agency (RTDA) announced on November 6 that the construction of the Nyacyonga–Mukoto road (36 km) had reached 38.56% completion. The entire road is planned to be paved with asphalt and is expected to significantly ease transportation between the Northern Province and the City of Kigali.
2.6. Construction of Muzo IDP Model Village in Gakenke District
The Rwanda Housing Authority confirms steady progress on the Muzo IDP Model Village, with full completion expected by 2028. The project will resettle 300+ families from high‑risk zones; so far, 130 families have already moved into secure homes and committed to strengthening their new community.
2.7. Construction of Heza Estate
The Rwanda Housing Authority announced steady progress on the Heza Estate Project in Batsinda/Kagugu.
A major urban housing development featuring:
- 548 residential units (1–3 bedrooms)
- Retail spaces & green recreational areas
- Precast concrete technology for durability
RSSB had specified sales launch before the end of 2025, with completion scheduled for 2026.
2.8. Nyabarongo II Hydropower Project
- Construction of Rwanda’s Nyabarongo II hydropower dam passed the halfway mark, with 57 percent of the work now complete, according to the Rwanda Energy Development Corporation Limited (EDCL). The update was delivered on Friday, 21 November 2025, during a visit to the site by Prime Minister Dr. Justin Nsengiyumva, who was briefed on progress and taken through the different components of the massive infrastructure project.
- Timeline: Construction began in 2022, scheduled for completion in 2027
- Capacity: Will add 43.5 MW to Rwanda’s national grid
2.9. Kigali Financial and Business Square
On 27 November 2025, construction teams and project partners celebrated a major milestone as the Kigali Financial and Business Square (KFBS) reached 50% completion, marked by the topping out of its main structure.
Next Steps: Façade installation, mechanical systems, plumbing, and interior finishing.
Developer: EH Venture Capital Rwanda Limited
Contractor: China Railway Jianchang Engineering Company (CRJE) East Africa Ltd
Timeline: Offices expected to be operational by end of 2026, with the hotel set to open in 2027.
2.10. The reinforcement and upgrade of Mabende-Rwufe system
On 28th November 2025, the Water and Sanitation Corporation (WASAC Group) announced ongoing progress on the upgrade of the Mabende–Rwufe water supply system, a major project set to deliver clean water to over 48,000 residents and 13 schools in Nyamagabe District.
The project, which began in June 2024 and is scheduled for completion in December 2025, covers 95.62 km of pipelines across the sectors of Kitabi, Tare, Kibirizi, and Uwinkingi. It is part of the Stunting Prevention and Reduction Project (SPRP), funded by the World Bank through the Rwanda Biomedical Center (RBC).
Key infrastructure under development includes:
- 28 reservoirs (total capacity: 1,520 m³)
- 83 community water points
- 1 pumping station
- New and reinforced pipelines connecting multiple water sources
3. UPCOMING PROJECTS
Kagitumba–Kayonza–Rusumo Roads Project
on 6th November 2025, African Development Bank Group approved additional €217 million to complete the Busega–Mpigi and Kagitumba–Kayonza–Rusumo Roads Project
Construction under the additional financing is scheduled to resume in early January 2026 and conclude by December 2029, with full project completion expected in 2030.
These projects reflect Rwanda’s continued investment in resilient infrastructure, economic transformation, and inclusive development. December updates will highlight progress as the year concludes.
