Rwanda Institute of Quantity Surveyors (RIQS) reminds the public on the legal requirements for engaging registered Quantity Surveyors in Rwanda
The Rwanda Institute of Quantity Surveyors (RIQS) has issued a Public Notice reminding the public, project owners, developers, and contractors of the legal requirements for engaging only registered and licensed Quantity Surveyors and firms in Rwanda.
This announcement follows the enactment of Law No. 023/2025, which governs the professions of architecture, engineering, and quantity surveying. Under this new legal framework, RIQS is recognized as the sole authority responsible for registering, licensing, and regulating Quantity Surveyors in the country.
The law aims to strengthen professionalism, accountability, and transparency in cost management and contract administration by ensuring that construction projects are delivered efficiently and in compliance with national standards.
In its public notice, RIQS highlights that all individuals and firms offering Quantity Surveying services must be registered and licensed by March 2026. Failure to comply may result in rejection of documentation, legal disputes, financial losses, sanctions or penalties
For clarity, the notice also outlines the scope of Quantity Surveying services, including but not limited to cost estimation, preparation of Bills of Quantities (BoQs), contract administration, project budgeting, and cost audits.
This reminder reinforces Rwanda’s ongoing efforts to ensure that all construction professionals ; including engineers, architects, and quantity surveyors must operate under consistent professional and ethical standards.
