CALL FOR TENDER
Tender title: Retrofitting of two (2) disaster-affected houses in Kavumu Sector, Ngororero District.

- Background
The Rwanda Climate Change and Development Network (RCCDN) is implementing the Climate Just Communities (CJC) Program, designed to promote inclusive, community-led climate resilience. The program prioritizes vulnerable groups such as women, youth, persons with disabilities, and people living in high-risk disaster zones by supporting them to engage in sustainable agriculture, disaster risk reduction, climate-smart infrastructure, and advocacy for climate justice.
As part of the CJC Program’s ongoing efforts to enhance household resilience, RCCDN invites eligible and qualified local suppliers to submit bids for the retrofitting of two (2) disaster-affected houses in Kavumu Sector, Ngororero District.
- Technical specifications
The retrofitting assignment includes the use of the following materials:
Iron sheets
- Type: Corrugated sheets
- Gauge: 30 (BG30)
- Size: 3.00 x 0.90 m
- Minimum base metal thickness: 0.25 mm
- Minimum aluminium-zinc coating mass: AZ100 or 100 g/m² (two-sided weight method)
- Color: Marron
- Marking requirements (permanent and indelible):
- Manufacturer’s name and/or trademark
- Thickness expressed in gauge and in mm
- Coating class of the sheet
Cement
- Type: 32.5 N grade
All materials and construction works must meet recognized safety and quality standards. The construction must be completed within 30 calendar days from the contract signing date.
- Eligibility and qualifications
Interested suppliers must:
- Be registered and based in Ngororero District
- Show evidence of capacity to complete retrofitting works on time
- Demonstrate past experience and best practice in retrofitting the houses that were hit by disasters.
- Application requirements
Eligible suppliers must submit the following:
- A technical and financial proposal clearly outlining costs and retrofitting schedule.
- A valid company registration certificate
- At least two (2) references from similar previous assignments
- Proof of capacity to meet required specifications and quantity
- Submission guidelines
Complete bids (technical and financial proposals, plus supporting documents) must be submitted by 24th June 2025, at 3:00 PM local time, through either of the following options:

Proposals will be assessed based on:
- Compliance with the technical specifications

- Cost-effectiveness and overall value for money
