Job purpose
The Regional Quality Assurance (QA) Engineer leads the oversight and coordination of construction-focused QA/QC activities across country programmes to ensure the consistent delivery of rural bridge construction in line with approved designs, specifications, and standards.
The role strengthens implementation quality by supervising and guiding field-based QA personnel, promoting uniform construction practices across programmes, and ensuring QA/QC systems are applied consistently. It plays a key role in identifying recurring construction challenges and driving the continuous improvement and digitalisation of QA/QC processes.
Insights arising from construction implementation are systematically captured and communicated to the Engineering function to support ongoing refinement of standards and practices, without assuming design ownership.
Duties and responsibilities
Quality Assurance (QA)
- Coordinate and oversee QA site activities across country programmes to ensure consistent application of approved QA procedures and documentation practices.
- Ensure that construction execution across programmes aligns with approved designs and technical specifications by monitoring implementation practices and identifying deviations between design intent and site delivery.
- Conduct regional QA audits (remote and in-person), review QA documentation, and compare performance across countries to identify gaps and best practices.
- Support the continuous improvement and digitalisation of QA processes, including documentation, reporting, and tracking systems.
- Capture lessons from construction implementation and communicate improvement insights to the Engineering function.
Quality Control Management (QC)
- Oversee the implementation of QC processes by QA Engineers and field teams across critical construction activities.
- Promote consistency in QC practices through targeted audits and standardised tracking of inspections and checks.
- Review inspection outcomes for fabricated components and support root cause analysis and corrective actions where quality deviations occur.
- Identify recurring construction issues and escalate systemic risks.
- Lead and standardise the QA/QC approach for reclaimed steel wire rope intended for reuse in bridge construction, including verification and documentation of origin and specification, condition assessment upon receipt, and coordination of pre-reuse testing programmes to ensure suitability for structural application.
Program Support
- Support country programmes in achieving QA/QC-related performance targets by monitoring quality trends and identifying improvement opportunities.
- Contribute to inspection and maintenance programmes through quality-based observations from existing bridges.
- Facilitate feedback between construction teams and Engineering and support the development of QA/QC performance tracking tools.
- Provide input to the continuous improvement of implementation standards based on field experience.
Training and Development
- Mentor QA Engineers and support the strengthening of field QA capability.
- Support the rollout of improved QA/QC processes and digital tools.
- Promote consistent understanding of specifications and foster a culture of quality ownership.
Risk Management
- Identify construction quality risks and support the development and implementation of mitigation strategies.
- Monitor the closure of audit findings and corrective actions.
- Flag implementation risks affecting safety or durability and provide structured input to Engineering.
Qualifications include:
- An undergraduate degree in Civil Engineering (or related discipline)
- A minimum of 8 years of professional experience in construction, infrastructure delivery, or quality assurance roles. Practical experience in geotechnical or foundation works (minimum 2 years preferred)
- Sound technical understanding of structural systems, construction materials, and field implementation
- Demonstrated experience in construction quality assurance and material testing and verification
- Experience working across multiple projects or programmes, ideally in different geographic contexts
- Fluency in English required; Kinyarwanda and/or Swahili considered an asset
- Proficiency in Microsoft Excel and Word
- Proficiency in AutoCAD
- Familiarity with digital QA/QC systems, documentation platforms, or construction data management tools preferred
- Working knowledge of construction drawings and specifications
- Strong organisational and systems-thinking skills with attention to detail
- Ability to operate effectively in fast-paced, implementation-focused environments
- Proven ability to work across cultures and multidisciplinary teams
- Leadership and mentoring capability
- Ability to work independently while coordinating across teams
- Strong written and verbal communication skills
- Professional registration with IER or equivalent engineering body
Working conditions
The role is regionally recruited and operationally based in Rwanda, requiring regular travel to project sites within Rwanda and periodic travel to other country programmes (currently Uganda, Zambia and Ethiopia) to support QA/QC oversight. Work will be undertaken across both office and field environments, including visits to active and prospective sites in undeveloped locations. The role may involve short-term assignments in other programme countries and requires the ability to safely drive organisational vehicles in both rural and urban conditions.
