RDF and Rwanda National Police Launch DSCOP26, Advancing Infrastructure Projects Across Rwanda

The Rwanda Defence Force (RDF) and Rwanda National Police (RNP) launched the Defence and Security Citizens Outreach Programme 2026 (DSCOP26) on March 9, 2026, as part of activities marking the 32nd Liberation Anniversary (Kwibohora32).

The three-month nationwide programme aims to improve community welfare through initiatives such as healthcare services, environmental protection, infrastructure development, school construction, housing for vulnerable families, livestock support, and strengthening local cooperatives.

While DSCOP26 includes several social development initiatives, this article focuses on the infrastructure and construction projects launched across different districts in Rwanda, highlighting efforts to improve connectivity, education facilities, water supply, and community development.

Infrastructure Projects Launched Across Districts

Under the Defence and Security Citizens Outreach Programme 2026 (DSCOP26), several infrastructure and community development projects have been launched across Rwanda. These initiatives focus on improving essential services such as education facilities, water supply, housing, and transportation infrastructure.

Gasabo District

In Gasabo District, the programme was launched in Kinyinya Sector with the construction of new classrooms at GS Rwankuba School. The foundation stone for the classrooms was laid by the Minister of Education, together with the Mayor of the City of Kigali, senior officials from the Rwanda National Police, Rwanda Defence Force, and district authorities.

The project aims to reduce overcrowding in classrooms and improve the learning environment for students in the area.

Kirehe District

In Nyamugari Sector, authorities launched water infrastructure rehabilitation works aimed at improving access to clean water. The project involves repairing the Mitako water pipeline and constructing new water points with 2 taps in Mitako Village, Kiyanzi Cell.

The initiative was officially launched by the District Mayor, together with representatives from the RDF, RNP, and local residents.

Musanze and Gakenke Districts

In Remera Sector, officials launched the construction of the Ryabazira Bridge, which connects Musanze District and Gakenke District.

The launch event was attended by the Governor of the Northern Province, Maurice Mugabowagahunde, the RDF Reserve Force Chief of Staff Maj Gen Alex Kagame, and Deputy Regional Police Commander CSP Prudence Ngendahimana, among other district leaders.

The Ryabazira Bridge is a key infrastructure project that will improve connectivity between Rurambo Cell in Musanze and Cyabingo Sector in Gakenke, facilitating movement for farmers, traders, students, and residents along the Kigali–Musanze corridor.

Kamonyi District

In Rugalika Sector, the Minister of Defence, Juvenal Marizamunda, together with the Governor of the Southern Province, Alice Kayitesi, launched the construction of new education facilities at Kigese Technical Secondary School.

The project includes:

  • Construction of 10 classrooms
  • Administrative buildings
  • A science laboratory

The development aims to reduce school overcrowding and strengthen technical education infrastructure in the district.

Ruhango District

In Bweramana Sector, officials launched the construction of the Ntosho Bridge, which will connect Mukingo Sector in Nyanza District and Bweramana Sector in Ruhango District.

Once completed, the bridge will improve transportation and accessibility for residents, helping communities access markets, schools, and essential services more easily.

Nyamagabe District

In Tare Sector, local authorities launched a project to construct houses for vulnerable families.

The initiative began with the preparation of land in Uwinyana Village, Nyamigina Cell, where eight disadvantaged families will receive new homes.

Local leaders noted that the project will also create employment opportunities for residents during the construction process.

Gisagara District

In Muganza Sector, the outreach programme includes the construction of new houses for vulnerable households.

A total of five “two-in-one” houses will be built, providing accommodation for ten disadvantaged families.

The project was launched by the District Mayor, together with representatives from the Ministry of Defence.

Nyabihu District

In Bigogwe Sector, the Inspector General of Police, CG Felix Namuhoranye, launched the construction of houses for vulnerable families.

The project includes 30 houses, which will provide housing for disadvantaged households in the area.

According to Rwanda National Police spokesperson ACP Boniface Rutikanga, the outreach programme focuses on projects that directly address community needs and improve living conditions.

The Defence and Security Citizens Outreach Programme 2026 (DSCOP26) demonstrates how Rwanda’s security institutions actively contribute to national development beyond their traditional security roles.

By supporting construction projects, education facilities, housing initiatives, water systems, and bridges, the programme helps improve living conditions and strengthen infrastructure in communities across the country.

Through collaboration between citizens, local leaders, the Rwanda Defence Force, and the Rwanda National Police, these initiatives promote collective responsibility, sustainable development, and stronger community partnerships.
