About the Company
Kigali Innovation City Company Limited (“KICCL”) is a real estate development company jointly
owned by Africa50 and the Rwanda Development Board (“RDB”). Africa50 is a Pan-African
infrastructure investment platform headquartered in Casablanca, Morocco. RDB is the
government agency fulfilling the mandate of enabling private sector growth in Rwanda.
KICCL was incorporated to undertake the development and management of the Kigali
Innovation City (“KIC”) as part of the Government of Rwanda’s Vision 2020 program. KIC seeks to
facilitate the development of Pan-African talent and act as a technology innovation hub. It is
being developed as a mixed-use, master-planned, innovation city situated on 61 hectares of
land in Kigali, Rwanda within the Special Economic Zone.
KIC is envisaged to be a work-live-play ecosystem of assets comprising of universities, grade A
office space, incubator, residential, hospitality and retail assets. There are currently 3 operational
universities in KIC, namely Carnegie Mellon University, Africa Leadership University, University of
Rwanda; a pharmaceutical research/manufacturing company under operation; and a
commercial office building under construction.
Job Overview
KICCL is seeking an experienced and entrepreneurial Project Programme Manager to lead the
planning, execution, and delivery of infrastructure, real estate development and facilities
management activities within KIC. The ideal candidate will work closely with internal and external
stakeholders (including sub developers) to ensure development projects are aligned with the
KIC masterplan and delivered on time, within scope and budget, and to the highest standards.
Duties and Responsibilities

  • Develop a strong understanding of the Kigali Innovation City masterplan and ensure all
    development activities align with the long-term vision and strategic objectives.
  • Collaborate with the CEO and key stakeholders to develop and maintain project
    development and construction programs, including timelines, and delivery milestones.
  • Plan, monitor, and manage the end-to-end implementation of infrastructure and asset
    development projects, including risk management and corrective action planning.
  • Coordinate and oversee projects being developed by KICCL and sub-developers ensuring
    compliance with quality, timeline, budget, and regulatory requirements.
  • Facilitate engagement with the Government of Rwanda, regulatory authorities, and sub
    developers to track and guide infrastructure development in line with the masterplan.
  • Lead stakeholder management and facilitate effective communication and coordination
    across multidisciplinary project teams, including architects, engineers, consultants, and
    legal advisors.
  • Produce and maintain detailed project reports, including progress updates, budget tracking,
    risks, and variations.
  • Contribute to internal decision-making by providing timely and accurate project data and
    insights.
  • Manage technical documentation, procurement processes, contractor performance, and
    variation control.
    Job Requirements
  • Bachelor’s degree in engineering, construction management, architecture, urban planning,
    or a related field.
  • Master’s degree or PMP certification is an added advantage.
  • Minimum of ten [10] years’ experience in project or construction management, preferably in
    large-scale urban or infrastructure developments.
  • Proficiency in project management tools (e.g., MS Project, Primavera) and Microsoft Office
    Suite.
  • Strong understanding of project lifecycle management, contract administration, and
    stakeholder coordination.
  • Proven track record of managing complex, multi-stakeholder projects through successful
    delivery.
  • Excellent analytical, organizational, and communication skills.
