Role Overview:
Water Access Rwanda is seeking a highly skilled and experienced Land Manager to lead the identification, acquisition, and management of land for our water infrastructure projects. This role is critical to the success of our mini-grid and borehole expansion strategy and requires a professional with a strong background in land surveying, cadastral planning, and land administration.
The ideal candidate will have a proven track record in negotiating land access, managing subdivision and title transfer processes, and working with local authorities and communities. Recognition by the National Land Authority (NLA) as a certified land surveyor is a strong advantage.
Key Responsibilities:
- Land Identification & Acquisition
- Lead the identification of suitable land for boreholes, kiosks, elevated tanks, and mini-grids.
- Conduct site assessments and ensure alignment with technical and community needs.
- Negotiate land access and acquisition agreements with landowners and stakeholders.
- Surveying & Cadastral Planning
- Conduct or supervise geophysical and cadastral surveys.
- Develop and implement survey plans for new and existing infrastructure.
- Ensure accuracy and compliance with national standards.
- Land Subdivision & Title Management
- Oversee land subdivision processes and secure title transfers to company ownership.
- Maintain a complete and up-to-date register of all land holdings.
- Ensure timely payment of land taxes and compliance with legal obligations.
- Permits & Regulatory Compliance
- Apply for and secure water extraction permits and grid connection approvals.
- Liaise with the National Land Authority and other relevant bodies.
- Community & Stakeholder Engagement
- Resolve boundary disputes and manage compensation processes.
- Represent the company in community meetings and maintain high stakeholder satisfaction.
- Pipeline & Infrastructure Planning
- Identify and address obstacles in proposed pipeline routes.
- Collaborate with technical teams to adjust routes as needed.
Minimum Qualifications:
- Degree or advanced diploma in Land Surveying, Civil Engineering, Geography, or related field.
- Minimum 3–5 years of experience in land surveying, cadastral planning, or land administration.
- Strong negotiation and stakeholder engagement skills.
- Proven experience in land subdivision and title transfer processes.
- Recognition by the National Land Authority (NLA) as a certified land surveyor is a strong asset.
- Proficiency in GIS, GPS, and surveying tools.
- Excellent organizational and documentation skills.
