Kigali Logistics Project: Major Road Upgrade to Strengthen Connectivity Between Kigali and Bugesera
On 10 February 2026, a district delegation led by Mayor Mutabazi Richard conducted an official site visit alongside technical experts from the Rwanda Transport Development Agency (RTDA) to inspect road sections set for upgrading under the Kigali Logistics Project.
The visit aimed to assess road conditions, coordinate implementation planning, and review compensation procedures ahead of construction works scheduled to begin in March 2026.
Part of a National Logistics Strategy
The road upgrade falls under the Kigali Logistics Platform Connectivity Development Project (KLPConnect) — a strategic infrastructure initiative implemented by RTDA under the supervision of the Ministry of Infrastructure (MININFRA).
The project is financially supported by the World Bank, reflecting its regional economic importance and adherence to international environmental and social safeguard standards.
KLPConnect is designed to enhance Rwanda’s logistics efficiency, reduce transport costs, and strengthen the country’s role within the regional trade network.
Strategic Importance of the Corridor
The upgraded road network will connect Kicukiro to Bugesera District, passing through Masaka, Gahembe, and Kindama.
Critically, the corridor:
- Links Kigali City to the Ngoma–Nyanza Road
- Connects to the Central Corridor (Rusumo–Kayonza–Kigali trade route)
- Improves access to the emerging Bugesera International Airport
- Strengthens access to logistics hubs and industrial developments in Bugesera
This positions the project as more than a local road upgrade — it is a national and regional trade enabler.
Scope of Works: 69.4 Kilometres of Upgraded Roads
The project involves the construction and asphalt upgrading of four key road sections totaling 69.4 kilometres, crossing Bugesera, Kicukiro, and Rwamagana districts.
The road sections include:
- Masaka – Kabukuba: 16.88 km
- Nyamata – Kabukuba: 13.72 km
- Gahembe – Kindama: 19.21 km
- Kabukuba – Riziyeri: 19.64 km
Construction is scheduled to begin in March 2026 and is expected to last 18 months.
The upgraded roads will be built to asphalt standard, improving durability, safety, and year-round accessibility.

Once completed, the upgraded corridor is expected to:
- Reduce travel time between Masaka and Bugesera
- Improve access to schools, health centers, and markets
- Facilitate faster movement of goods and heavy trucks
- Support logistics operations and industrial growth
- Increase land value and private investment along the corridor
- Create employment opportunities during construction
The project will play a critical role in decongesting Kigali and accelerating the development of Bugesera as a strategic economic zone.

Backed by MININFRA, implemented by RTDA, and supported by the World Bank, the project combines strategic road development with structured social safeguards to ensure inclusive and sustainable growth.
As construction begins in March 2026, the 69.4 km road upgrade marks a significant milestone in strengthening Rwanda’s national and regional connectivity.
