Invitation for bids: Supply of electrical materials at EDCL

INVITATION FOR BIDS (IFB)

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business,
2. The Government of Rwanda has applied for a loan from the ARAB BANK FOR ECONOMIC DEVELOPMENT IN AFRICA to wards the cost of Increasing Access to Electricity to some areas in Rwanda Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for supply of electrical materials,
3. The Energy Development Corporation Limited (EDCL now invites sealed bids from eligible and qualified bidders for supply of electrical materials,
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the ARAB BANK FOR ECONOMIC DEVELOPMENT IN AFRICA’s Guidelines: Procurement of Goods and Contracting for Execution of Works and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from the EDCL on the following E-mail: procurement@edcl.reg.rw , gumushashi@edcl.reg.rw and copy to gmuteteri@edcl.reg.rw. Bidders are allowed to inspect the bidding documents at the address given below from 09:00am to 5: 00 pm local time., form……. /………. /2025.
6. Qualification requirements include: The Bidder shall furnish and include in its bid documentary evidence to demonstrate that it meets the following experience requirement(s):

i. Proof that goods offered shall be from Manufacturers that have at least three years of experience in manufacturing the required equipment for the LOT applied for.

ii. Type test reports certified by an internationally recognized testing facility acceptable to the Employer for the LOT applied for.

iii. Participation as a supplier, joint-venture member, management contractor, or subcontractor, in at least two (2) contracts executed within (10) years from 1st January 2015, each with a value of at least 1,476,800 USD for Lot 1, or one contract with value equivalent of at least 2,953,600 USD for Lot 1.

iv. Participation as a supplier, joint-venture member, management contractor, or subcontractor, in at least two (2) contracts executed within (10) years from 1st January 2015, each with a value of at least 278,000 USD for Lot 2, or one contract with value equivalent of at least 556,000 USD for Lot 2.

v. The Bidder shall furnish audited financial statements highlighting average annual revenue for the last three years prior to bid submission. The average annual revenue must be at least one and half (1.5) the bid price converted in USD.

7. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of fifty (50) USD (receipt to be sent by email). or an equivalent amount in a freely convertible currency deposited to the account No: “1000023217″ RECO/EARP/COUNTER PARTS FUNDS” opened at BNR (National Bank of Rwanda).

8. This tender is composed of two Lots:

Lot 1: Supply of ABC Cable

Lot 2: Supply of Steel poles

9. Bids must be delivered to the address below at or before 10:00 hours local time on …../…./2025. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10: 30 hours local time on the same day, ……../……./2025.

10. All bids must be accompanied by a Bid Security from the bank or a guarantee from an accredited insurance company of 42,000 USD for Lot 1; 7,900 USD for Lot 2.

11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
