Grace Period Nears End: Architects, Engineers, and Quantity Surveyors Must Comply with Rwanda’s Registration Law
As Rwanda continues to strengthen professionalism and quality in the construction sector, all relevant professional regulatory bodies have issued urgent reminders to both practitioners and the public: the 6 month grace period for registration and licensing compliance which began on 1st September 2025 is ending in less than one month.
Architects, engineers, and quantity surveyors are legally required to be registered and licensed before offering services or being engaged on construction projects. Once the deadline passes, market surveys, inspections, and sanctions will officially begin.
The following professional bodies have released official notices:
- Architects – Rwanda Institute of Architects (RIA)
RIA has confirmed that market surveys and inspections will start after the grace period, with sanctions for unregistered architects and firms.
- Engineers – Institute of Engineering Rwanda (IER)
IER is emphasizing that only registered and licensed engineers and firms should be engaged, warning against illegal practice.
- Quantity Surveyors – Rwanda Institute of Quantity Surveyors (RIQS)
RIQS has stressed that professional services must only be provided by registered quantity surveyors, in accordance with the law.
They are collectively reminding the public, firms, and project owners to engage only registered and licensed professionals. Failure to comply may result in penalties, and legal action.
