10 Key Things to Know Before Building with Adobe (Mud) Bricks in Rwanda


Rukarakara—traditional adobe or mud bricks—have long been used in Rwandan homes due to their low cost and availability. However, to improve safety and durability, the Rwanda Housing Authority (RHA) introduced updated guidelines regulating their use. Whether you’re a homeowner, builder, or cooperative member, here are 10 critical things you must understand before using rukarakara for your next project.

1. Only for Residential Use

Rukarakara bricks can only be used to build residential houses with no basements or multiple floors. Commercial buildings, churches, and mosques are strictly not allowed to use these bricks.

2. Land Size Limit: 200 m²

These houses must be built on plots not exceeding 200 square meters, as defined in both rural and urban master plans.

3. Area Restrictions May Apply

Districts and the City of Kigali have the authority to ban rukarakara in certain residential zones based on safety or planning concerns.

4. Permit Required

Anyone using rukarakara must apply for a construction permit as well.

5. Renovation Rules

You can only use rukarakara for renovation if the original house was already built using these bricks.

6. Brick Size Standards

Rukarakara bricks must follow these dimensions:

  • Height: 20–30 cm
  • Width: 20–25 cm
  • Thickness (Verticality): 10–15 cm
    They must be made using clay or laterite soil mixed with other approved materials.

7. Strong Foundation Is a Must

Each house must have a stone foundation using cement and sand, with:

  • Depth: at least 40 cm
  • Height above ground: at least 20 cm

8. Builders Must Be Trained and Registered

Only builders who are:

  • Trained in rukarakara construction
  • Members of an official cooperative or association
  • Carrying a training card
    are allowed to construct these houses.

9. Builders’ Associations Must Sign Agreements

All cooperatives or builders’ associations must sign formal agreements with their district, and each builder must show proof of training and membership.

10. Monthly Reporting Is Mandatory

Districts are required to submit monthly reports on the number of rukarakara houses being built, helping authorities track compliance and safety.
