1. The Government of Rwanda has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Transmission System reinforcement and Last Mile Connectivity Project (TSRLMC) and intends to apply part of the proceeds toward payments under the Contracts for Design, Supply and Installation of Musanze Industrial Park Substation and Upgrading of Existing Kigoma Substation -Lot1&2. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Energy Development and Corporation Limited now invites sealed Bids from eligible Bidders for Design, Supply and Installation of Musanze Industrial Park Substation and Upgrading of Existing Kigoma Substation-Lot1&2. The tender is in two (2) lots as detailed below and bidders have the option to bid for any one lot or both lots. Bidders who intend to offer discounts in case they are awarded both lots will be allowed to do, so long as these discounts are explicitly stated in the Letter of Bid.
