Rusumo Power Company Limited (RPCL) is a regional energy utility jointly owned by the
Governments of Burundi, Rwanda, and Tanzania. RPCL is responsible for the management and
operation of the 80 MW regional hydropower plant located at the Rusumo Falls on the Akagera
River. The company plays a critical role in regional energy integration and sustainable
development.
The Rusumo Power Company Limited (RPCL) would like to hire a consultant firm for the
Feasibility Study of Bridge to Ruvuvu River (Rusumo Border – Ngara District Road).
The objective of the assignment is to carry out Feasibility Study, Environmental and Social Impact
Assessment and Detailed Engineering Design of the Lower Ruvuve Bridge and 2.5km of approach
roads (1km on Rusumo side and 1.5km on Ngara side).
The received (EOI) shall be subjected to the evaluation criteria based on general experience,
experience on similar assignments and human resources indicating that they are qualified to
perform the services by provision of (brochures, description of similar assignments, experience in
similar conditions, and availability).
The Consultant shall work in association with Registered Firm of Environmental Experts that will
provide qualified and Registered Environmental and Social Experts and relevant staff for
undertaking ESIA study and develop RAP; and in association with the Registered Properties
Valuation Firm or Government firm that will provide qualified and registered Land Valuers and
relevant supporting staff for undertaking Valuation of affected properties and prepare Properties
Valuation Report(s) and Compensation Schedules. In additional to that the firm must fulfil the
requirement stipulated on Annex C of the terms of reference.
The professional staff to be provided by the Consultant is estimated at 53 staff-months covered by
the services of Team Leader/Senior Bridge Engineer, Highway Engineer, Transport Economist,
Soils/Materials Engineer, Bridge/Structural Engineer, Geotechnical Engineer, Topographical
Surveyor and Hydrologist. No individual Bio-data requested at this stage.
The consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)
set out in the RPCL Procurement Manual of May 2021. In case of deadline submission of
(COI) fails on the government holidays, the next working day shall be considered as the last day
of submission.
