1. The Government of Rwanda has received financing from the World Bank toward the cost of the Rwanda Energy Access and Quality Improvement Project (EAQIP) and intends to apply part of the proceeds toward payments under the contract for Construction of modern kitchens in 35 schools.: “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,”
2. The Energy Development Corporation Limited (EDCL) now invites sealed Bids from eligible National Bidders for Construction of modern kitchens in 35 schools which will be constructed within 6 months. This tender consists of two lots.

Lot 1: Construction of kitchens in 11 schools in East Province and 6 schools of City of Kigali

Lot 2: Construction of kitchens in 11 schools in South Province and 7 schools of North Province.

3. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from EDCL, procurement@edcl.reg.rw copy to jdruberanziza@edcl.reg.rw and inspect the bidding document during office hours from 09:00 AM to 17:00 PM at the address given below.

5. The RFP Document in English may be purchased by interested Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 20USD or in a convertible currency. The method of payment will be deposit on the Bank Account N° 1000057734 in USD opened at National Bank of Rwanda in the name of EDCL EAQIP IDA Designated Account, Swift Code: BNRWRWRW. The document will be sent by e-mail. (Note: Those who have paid it, will not pay again).

6. The Proposal, both the Technical and the Financial, must be delivered to the address below on 11/06/2025 at 10:30am (local time).. Electronic Procurement will not be permitted. Late Proposals will be rejected. The proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below on 11/06/2025at 11:00am (local time).

7. All Bids must be accompanied by a “Bid Security” of 4,200,000 Frw for each lot issued directly by a bank or a local insurance company. Swift transaction guarantees are not acceptable

8. Site visit is planned on 28/05/2025 from 11:00am for sampled Eastern Province schools and on 29/05/2025 from 11:00am for sampled Sothern Province schools. The meeting point is at Kayonza Modern School (Lot 1) and at GS Remera-Rukoma (Lot 2) at 11:00am.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
