I.  Overview of DUHAMIC-ADRI

 DUHAMIC-ADRI is a Non-Governmental Organization legally granted by Rwandan Law. The idea of its creation dates back to 1979 with the objective of assisting farmers to organize themselves to fight against the constraints of the marginalization of rural areas. The action has moved from local and regional to national level with the holding of the Constituent General Assembly of 20th April 1985 which devoted DUHAMIC-ADRI as an NGO working throughout Rwanda.

 DUHAMIC-ADRI was legally recognized by the Ministerial Order No 943 of 12th July 1985. Its statutes were modified and recognized by the Ministerial Order No 025/11 of 21th March 2005. Subsequently, DUHAMIC-ADRI has fulfilled all requirements for compliance with the new law N° 04/2012 of 17/02/2012 governing the organization and the functioning of national non-governmental organizations, and received on 17/06/2013 a certificate of compliance from Rwandan Governance Board (RGB).

 Vision, mission, and structure

The Vision of DUHAMIC- ADRI is « a rural world responsible for its self-socio-economic development » In accordance with its statutes (article 2), the Mission of DUHAMIC-ADRI is “supporting integrated development through the initiatives of the rural population in its struggle for self-development. Currently the organization is working in 28 districts of Rwanda to support more than 730,000 Vulnerable population in various domains.

 Objectives of DUHAMIC-ADRI

  • Fighting against the marginalization of rural areas;
  • Stimulating the creation and consolidation of associations, cooperatives and farmers’ groups;
  • Enhancing the work of farmers’ associations by initiating and encouraging the development of organizational structures as autonomous groups, cooperatives and unions;
  • Supporting rural development initiatives in various areas of socio-economic development

II. Project Background

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and will focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda: Rulindo and Gakenke in in Northern Province; Kayonza, Rwamagana, Ngoma, and Kirehe in Eastern Province; Nyamagabe, and Huye in Southern Province; and Nyabihu and Rubavu in Western Province.

The SERVE Project aims to enhance agricultural knowledge and skills among farmers involved in the flesh beans, tomatoes, chili, and poultry value chains through the adaptation, printing, and distribution of specialized training curricula/modules on FFBS.

III.Justification of needs 

Nyamagabe District, located in the Southern Province of Rwanda, is one of the ten selected districts for the SERVE Project’s intervention. The district has been prioritized due to the presence of refugees and the increasing need for support in both refugee and host communities. As part of the project’s mission to improve livelihood opportunities and foster economic growth, the construction of a formal selling point has been identified as a crucial intervention. This selling point will serve as a marketplace for agricultural products including specialized value chains (Tomatoes,Chili ,Fresh beans and poultry )and other goods, providing a structured environment for local farmers and vendors from both the host and refugee communities.

IV.  Objective of the tender

The primary objective of this project is to finalize a constructed selling point that will improve market accessibility, promote economic activities, and enhance income generation for local farmers and sellers in the host and refugee communities in Nyamagabe District.

Specific objectives include:

  • To create a designated space for sellers to sell agricultural and other locally produced goods.
  • To enhance the market environment, ensuring it is safe, sanitary, and conducive to economic activities.
  • To promote social cohesion by providing a shared space for both host and refugee community members to engage in economic exchanges

Expected Output

  • A finalized selling point with adequate space for sellers, including stalls, storage areas, and essential facilities like sanitation and waste management.
  • Improved access to markets for farmers and sellers in both host and refugee communities as also creating employment opportunity
  • Enhanced economic interaction and cohesion between refugees and host communities through shared market spaces.

V.Scope of Work

A. Electricity Installation:

  • Cabling & Tubing: Install 12 rolls of 1.5mm and 10 rolls of 2.5mm electrical cables with 200 tubing pieces.
  • Lighting: Set up 36 lighting fixtures (LED tubes and bulbs).
  • Switches & Sockets: Install 44 outlets and 10 switches.
  • Protection Systems: Fit 8 fuses, 1 fuse box, 8 connection boxes, and 10 cable tie bags.
  • Earthing: Complete grounding system installation.
  • Power Supply: Subscription, monophase cash power meter setup, and cable installation from pole to house.
  • Safety Marking: Place 10 Ezorante tapes for electrical marking.
  • Civil Repairs: Minor repair works where electrical lines pass.

B. Paving and Civil Works:

  • Site Preparation: Compact and prepare 531 sqm surface with murram soil.
  • Concrete Paving: Lay 531 sqm of 8 cm thick precast pavers and 120 m of concrete borders.
  • Access Works: Build 7.2 m³ stone stairs and a 3.6 m³ access slab.
  • Drainage: Install 10 drainage pipes, 2 manholes, and a 4.2 m³ stone water channel for runoff management.

 VII.Deliverables

 VIII. Bidding documents

Bidders shall submit the following documents (Mandatory):

  1. Application letter addressed to DUHAMIC-ADRI executive secretary;
  2. A copy of registration certificate, issued by RDB
  3. A proof to use Electronic billing machine (EBM);
  4. A valid tax clearance certificate
  5. Site visit certificate to be issued by DUHAMIC-ADRI.
  6. A commitment letter to accomplish the assignment within 20 calendar days after signing the contract.
  7. Bidders shall provide at least 2 certificates of good completion for similar works (construction activities)
  8. CV of at least one (1) staff (engineer) that will lead the construction activities;
  9. Bidders shall submit a bid security of 307,565 Rwf.
  10. A financial proposal (quotation) including all related taxes and other associated costs.

 IX. Bid submission

A financial proposal (quotation), including all applicable taxes and associated costs, along with all other required bidding documents, shall be submitted in a sealed envelope to the DUHAMIC-ADRI Head Office located in Kicukiro/Niboyi no later than June 12, 2025, at 11:00 AM.

The bid opening is scheduled on the same day at 11:30 AM.

 X.Safeguarding clause

Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.

DUHAMIC-ADRI has a zero tolerance to Sexual Exploitation and any other form of abuse. Child and vulnerable abuse, exploitation, harassment, discrimination, and human trafficking are strongly prohibited behaviors. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.
