Civil Engineering Specialist (Disaster Risk Reduction) at United Nations Volunteers – East and Southern Africa ( Deadline: 21/01/2026)
The Civil Engineering Specialist (Disaster Risk Reduction) supports IOM Rwanda and the Government of Rwanda in strengthening community resilience to climate-related hazards. Based in Kigali, the role contributes to disaster risk reduction initiatives by providing technical expertise for climate-resilient infrastructure, including riverbank protection and nature-based solutions, in support of sustainable development and the 2030 Agenda.
Key Responsibilities
Disaster Risk Reduction & Infrastructure Support
- Provide technical review of designs and bills of quantities for disaster risk reduction initiatives, including riverbank protection works
- Support implementation of climate-resilient infrastructure measures such as gabion fencing, tree planting, and grass planting
- Monitor progress and quality of construction works to ensure compliance with technical standards
Coordination & Stakeholder Engagement
- Coordinate the identification and selection of vendors for DRR-related works
- Ensure effective coordination with government counterparts, implementing partners, and community stakeholders
- Support establishment of community-based monitoring and maintenance mechanisms to ensure sustainability of interventions
Monitoring, Reporting & Technical Advisory
- Conduct technical monitoring and evaluation throughout project implementation
- Prepare and share monitoring reports and meeting minutes with relevant stakeholders
- Provide technical advice to the Programme Unit on civil engineering and infrastructure-related matters
UN Volunteer Engagement
- Promote the principles of volunteerism through community engagement and professional conduct
- Contribute to a collaborative, inclusive, and results-oriented working environment
Profile Required
Education
Bachelor’s degree in Civil Engineering or Construction Engineering
Professional Experience
- Minimum 3 years of relevant professional experience in civil engineering or infrastructure-related work
- Experience liaising with government counterparts in Rwanda is required
- Experience in disaster risk reduction or climate-resilient infrastructure is an asset
Languages
- English: Fluent (required)
- French: Working knowledge (asset)
Skills & Technical Expertise
- Strong technical skills in civil engineering and construction supervision
- Proficiency in CAD and SAP or other construction-related software
- Strong interpersonal, communication, and coordination skills
- Ability to work independently and collaboratively in a multi-stakeholder environment
