European Cooperative for Rural Development (EUCORD) through PROFARM (Promoting an integrated farming system around sunflower, maize and vegetables to stimulate resilient agriculture and nutrition security for smallholder farmers in Rwanda) project funded by European Union under KUNGAHARA Program invites proposals from qualified service providers for the design and construction of metallic maize dryers for PROFARM Project in Rwanda as outlined in this document. Proposals must be received by the PROCUREMENT office at the address specified below not later than 19th August 2025 at 11:00 local time.

1. Background
EUCORD is an international NGO with headquarters based in Brussels (formally registered as a cooperative in the Netherlands) with offices in Africa and Kigali in particular. EUCORD’s vision is to nurture more prosperous and entrepreneurial rural communities in developing countries. Its mission is to help people living in poverty in developing countries improve their wellbeing, by increasing farmers’ capacity to sustainably grow quality crops matched to the commercial needs of the agribusiness sector and in doing so, increase food security, develop the private sector and improve the livelihoods of rural communities. To fulfil its mission, EUCORD focuses on supporting farmers increase their crop yields and to develop efficient value chains, while working with the private sector to guarantee a demand for produce and a supply of key inputs.
EUCORD helps farmers to reach their full potential while allowing businesses to rely on locally sourced crops. EUCORD provides end-to-end value chain development services, including access to finance, capacity building, climate smart agriculture, enterprise, development, market assessment, nutrition and value chain development.
In Rwanda EUCORD has successfully implemented several projects since 2014. In 2023, EUCORD received a grant from the European Union under Kungahara Program to implement a project named PROFARM: Promoting an integrated farming system around sunflower, maize and vegetables to stimulate resilient agriculture and nutrition security for smallholder farmers in Rwanda.
The overall project objective is to ensure sufficient, sustainable food production and economic security in Rwanda. Specifically, the action will contribute to improving local production and availability of good quality and affordable food, as well as improved nutrition (Specific Objective 1), and will help to increase income by linking farmers to guaranteed markets and improve the livelihoods and nutritional status of local communities (Specific Objective 2).
2. Technical Specification
EUCORD is planning to construct metal maize dryer of 19.00 x 9.00 m = 171.00 m2.

- Project deliverables
- Appropriate site identification and validation together with the client.
- Submission of the technical drawings of metallic maize dryers that indicate field implementation the supplier wishes to undertake, as the client reserve the right to validate and to make changes to the design of selected supplier.
- Construction of three (3) metallic maize dryers as per the approved drawings.
- Supply and install a plastic rain water harvesting tank of 2,000 L with support structure as specified in the design.
- Training of beneficiaries on metallic maize dryer operation, use and management
- Provision of after sale services especially for the first six (6) months.
- Eligibility criteria
4.1. Administrative criteria
The bidders must provide the following documents:
- Full company name, physical and mailing address in Rwanda
- Business Registration Certificate or Certificate of Domestic Company Registration from RDB
- Valid original tax clearance certificate from Rwanda Revenue Authority for companies based in Rwanda.
- Valid tax clearance certificate issued by Rwanda Social Security Board (RSSB).
- VAT registration proof and a proof of EBM usage
- The supplier must provide detailed information about the source of the metallic materials or any relevant equipment that the contractor will utilize during the construction of the metallic maize dryer
- RDB good standing certificate
The company that will not have fulfilled all aforesaid conditions will be rejected and their bids will not be considered for technical evaluation.
- Technical criteria
- Work duration: Shortest work duration in calendar days offered will be most preferred
- Submission of a sound work plan and methodology
- Commitment to train project beneficiaries
- Having sufficient technical capacity in terms of staff:
- Team leader should have at least a bachelor’s degree with proven experience in construction of metallic maize dryers.
- Civil engineer should have bachelor’s degree in civil engineering or related field with proven experience in construction of metallic maize dryers or other related projects.
- Site foreman should have at least A1 in civil engineering or related field with proven experience in construction of metallic maize dryers or other related projects.
- Experience in supply and construction of greenhouses with at least 3 references.
- Three valid completion certificates demonstrating similar work experience within the past three years. EUCORD reserves the right to check these references on the ground.
Note that the company meeting the administrative criteria will advance to the technical evaluation. The evaluation committee will carry out the technical evaluation applying the evaluation criteria and point’s ratings as listed below.

- Financial criteria

EUCORD will award the tender following the Quality and Cost based Selection (QCBS) Method. However, it reserves the right to negotiate with the bidder to get the best offer.
- Notification
The outcome of the selection shall be notified to the bidders through email and thereafter the successful bidder shall be invited for contract negotiation and signing.
- Bids Validity
The validity of bids shall be 90 days starting from the deadline for submission of bids. EUCORD Rwanda may cancel the tender at any time before the signing of the contract, including the reduction on prices of items that EUCORD will judge to be out of the normal range.
- Tender Submission Guidelines
Financial proposal: The contractor shall propose a reasonable cost estimate. The registered company shall be entirely responsible for all taxes.
Interested bidders may obtain further information and clarification by writing a clarification e-mail to the procurement team at inforwanda@eucord.org during working hours before deadline of the bid’s submission.
Well-prepared bids, written in English, must be submitted in two hard copies—one original and one duplicate—within a single sealed envelope. The financial proposal should be enclosed separately, clearly labeled “Financial Proposal.” All documents should be submitted to the EUCORD-Rwanda office at the address specified above. The financial proposals will be opened publicly at 11:00 on 19th August, 2025.
Offers must be valid for 90 calendar days counted from the deadline of bid submission.
