INTRODUCTION
The African Wildlife Foundation (AWF) Rwanda Country Office invites Expressions of Interest (EOI) from qualified vendors to provide various goods and services to support its operations. This EOI aims to establish a database of pre-qualified suppliers who will be invited to participate in future procurement processes through Requests for Quotations (RFQs) or other competitive procurement methods.
AWF is a leading international conservation organization focused on ensuring wildlife and wild lands thrive in modern Africa. AWF Rwanda works closely with local communities, governments, and partners to implement various conservation and community development initiatives across Rwanda.
OBJECTIVE
The objective of this EOI is to identify and pre-qualify competent, reliable, and experienced suppliers for various categories of goods and services required by AWF Rwanda. Pre-qualified suppliers will be included in AWF Rwanda’s vendor database for a period of two years, subject to satisfactory performance and periodic review.
SCOPE OF GOODS AND SERVICES
AWF Rwanda requires various goods and services across the following categories:




4. QUALIFICATION CRITERIA
4.1. Standard Requirements for Established Business
Interested suppliers must meet the following minimum qualification criteria:
4.1.1. Legal and Regulatory Compliance
- Valid business registration/incorporation certificate
- Valid tax registration and tax compliance certificate
- Trading license or relevant sector-specific licenses
- VAT registration (where applicable)
- Company profile including ownership structure
4.1.2. Financial Capacity
- Bank account details
- Evidence of financial stability (bank statements or financial statements audited for the last fiscal
- Tax clearance certificate
4.1.3. Technical Capacity and Experience
- Minimum of two years’ experience in the relevant field
- Proof of similar assignments with at least three reference clients
- CVs of key personnel for service providers
- Quality assurance systems or certifications (where applicable)
- Capacity to deliver goods/services in Kigali and other locations where AWF operates
4.1.4. Ethical Standards and Policies
- Anti-corruption policy or statement
- Environmental policy or statement (where applicable)
- Non-discrimination and inclusion policy
- Conflict of interest disclosure
4.2. Simplified Requirements for Community-Based and Small Vendors
AWF Rwanda recognizes the importance of supporting local communities and small enterprises in areas where we operate. For community-based and small vendors in remote areas, the following simplified requirements apply:
4.2.1. Basic Legal Requirements
- Any form of business registration (including local authority permits)
- Tax identification number (if available)
- Identity card of business owner
4.2.2. Basic Financial Requirements
- Bank account information (if available) or mobile money account details
- Simple financial records or statements (if available)
4.2.3. Basic Technical Requirements
- Description of goods/services offered
- At least one reference or testimonial from previous clients
- Demonstration of skills or samples of products (where applicable)
4.2.4.Basic Operational Requirements
- Physical address or contact information
- Capacity to deliver the goods/services offered
6. DOCUMENTS TO BE SUBMITTED
6.1. For Established Businesses
Interested suppliers must submit the following documents:
- Completed Expression of Interest Form (Annex 1)

6.2. For Community-Based and Small Vendors

- Contact information
- Description of goods/services offered
- Experience in the field
3. Any available business documentation:
- Business registration or local permit (if available)
- Tax identification number (if available)
- Copy of identity card
4. Basic financial information:
- Bank account or mobile money details
- Simple financial records (if available)
5. Technical information:
- Description of goods/services offered
- Reference or testimonial
- Samples or portfolio (where applicable)
7. SUBMISSION INSTRUCTIONS

2. Submission Deadline: All submissions must be received by 5:00 PM (Kigali time) on July 09, 2025.
3. Enquiries: Any questions or clarifications regarding this EOI should be submitted in writing to rwprocurement@awf.org no later than June 25th, 2025. Responses to queries will be provided to all potential applicants.
8. IMPORTANT NOTES
- This EOI does not constitute a solicitation. AWF Rwanda reserves the right to change or cancel these requirements at any time during the EOI process.
- Inclusion in the pre-qualified supplier database does not guarantee that a supplier will receive orders from AWF Rwanda.
- AWF Rwanda reserves the right to verify any information provided by prospective suppliers.
- Pre-qualified suppliers will be subject to periodic performance reviews, and those that fail to maintain the required standards may be removed from the database.
