Construction Officer (3 months with possibility of renewal)

Role Purpose
The main purpose of the role is to provide technical input and construction supervision over the quality of the construction projects undertaken in health and nutrition and child protection deparments.
Areas Of Accountability
- Work closely with contractors and suppliers to assess and approve materials supplied for construction projects.
- Interpret working drawings, specifications and other documents to site agents and workers and ensure that project specifications are clearly understood.
- Assess and locate proposed construction sites in project areas and make recommendations to the programme management team, based on consultation with communities and local authorities.
- Maintain close contact with communities and local authorities and keep them informed of issues/constraints related to the construction projects.
- Submit daily, weekly and monthly progress reports to the Field Manager.
- Directly supervise construction work to ensure construction quality.
- Monitor the working conditions and in consultation with the Field Manager, advise contractors/workers on new methods to help the work be done more rapidly and safely.
- Negotiate contractors/workers labour rates and ensure that rates are in line with Bill of Quantities.
- Identify and organize recruitment of qualified field staff for day to day carrying out of construction activities as may be required.
- Provide in the field technical guidance and support to counterparts and ensure that their projects are implemented as according to plan.
- Monitor and report progress of construction projects against set targets and ensure that datelines are met.
- Participate in impact assessment of the projects and contribute in development of new projects.
- Ensure compliance with Save the Children policies and practice with respect to child protection, health and safety, equal opportunities and other relevant policies and procedures.
- Provide supervision and support of all construction activities carried out either in health and nutrition or in child protection departments.
- Conduct regular risk assessment for SC infrastructures at the field level and come up with mitigation strategies to ensure that they are safe for children especially beneficiary children.
- Develop annual rehabilitation/renovation/repairment plans.
- Perform any other duties assigned by the line manager.
Qualifications
- Bachelor’s degree in Civil Engineering or Architecture.
- Fluency in English.
- Excellent liaison abilities and good communication skills.
- Ability to produce good construction reports in English.
Essential
EXPERIENCE AND SKILLS
- Previous experience in a humanitarian setting.
- Knowledge of designing and carrying out health, child, and youth-friendly construction projects.
- Knowledge of the minimum standards of shelters in a humanitarian setting.

CHILD SAFEGUARDING
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
