Job Responsibilities
1. Monitor the compliance of sourcing process with Procurement law and regulations
- Coordinate fully compliant procurement systems and operating procedures from publication of procurement plan to contract award. Assess effectiveness and efficiency and recommend improvements.
- Contribute to ensuring compliance with procurement principles, standards, and policies.
- Monitor sourcing process of procuring entities to ensure the best value for money.
- Ensure compliance of public procurement plans of all procuring entities, including updates and revisions.
- Analyze the compliance of market surveys conducted by Procuring Entities and supplier evaluation criteria defined in the tender document and advise them on irregularities.
- Identify irregularities in procuring entities’ responses to bidders’ clarifications and provide advice.
- Monitor implementation of local and exclusive preferences in tenders.
- Analyze bids evaluation reports and provide recommendations.
- Monitor submission of monthly procurement reports from procuring entities.
- Monitor irregularities in the notification process and review appeals of bidders.
- Monitor appeal processes in the Independent Review Panel and review decisions.
2. Maintain a database of all statistical data in public procurement
- Monitor submission of all statistical data reports.
- Produce and publish quarterly and annual statistical data reports.
3. Process requests for categorization
- Review application files of bidders requesting categorization, including employee profiles, executed contracts, and financial statements.
- Conduct field visits to verify equipment ownership, staff profiles, and other claims.
- Recommend applicant category and follow up on publication on RPPA website.
Qualifications
- Bachelor’s Degree in Economics + 3 Years experience
- Master’s in Civil Engineering + 1 Year experience
- Degree in Purchasing and Supply Chain Management + 3 Years experience
- Bachelor’s in Civil Engineering + 3 Years experience
- Bachelor’s in Statistics + 3 Years experience
- Master’s in Economics + 1 Year experience
- Master’s in Statistics + 1 Year experience
- Bachelor’s in Procurement + 3 Years experience
- Master’s in Procurement + 1 Year experience
- Bachelor’s in Audit + 3 Years experience
- Master’s in Audit + 1 Year experience
- Master’s in Purchasing & Supply Chain Management + 1 Year experience

- Certified International Procurement Professional (CIPP)
