Quantity Surveyor at Rwanda TVET Board (Deadline: 09/12/2025)

Job responsibilities

NB: You must be registered in the institution of Quantity surveyors proven by a valid practicing certificate. Job description Participate in feasibility studies to help identify and articulate a client’s requirements for upcoming construction and refurbishment projects.

  • Review the Bills of Quantities (BoQs) and Schedules of Quantities prepared by external consultants to ensure accuracy and completeness.
  • Conduct cost analyses and implement risk management, value engineering, and cost control measures throughout the project lifecycle.
  • Develop BoQs and Schedules of Quantities for public projects that do not require external consultancy.
  • Monitor the progress of construction and refurbishment projects to ensure they stay on track.
  • Collaborate in the creation of contracts and provide guidance on the procurement strategies for the proposed construction and refurbishment projects.
  • Ensure a thorough understanding of health and safety regulations and their implications for the project.
  • Work closely with Project Managers to verify quantities before approving payments for invoices.
  • Track any changes to the design or construction work and adjust budget forecasts as needed.
  • Provide cost estimates for materials required for projects and offer budgetary advice during the budgeting process.
  • Assess or prepare tender documents, contracts, budgets, BoQs, and other necessary documentation.
  • Measure and evaluate the work completed on-site and verify the services provided by contractors and subcontractors involved in the construction.
  • Liaise effectively with the client and other construction professionals, including site managers, project managers, and site engineers.
  • Select and source appropriate construction materials for the projects undertaken by the institution Key technical skills and knowledge required.
  • Deep understanding of Government policies implementation; Deep understanding of construction material engineering; Good understanding of construction material laboratory management; High analytical skills; Coordination, planning and organizational skills;
  • Report writing and presentation skills; Leadership skills Computer literacy (CAD, Ms Project, Word, Excel & Power Point); Interpersonal skills; Understanding of national, regional and international contexts of construction and maintenance quality assurance; Effective communication skills; Administrative skills; Time management skills; Team working skills. Fluency in Kinyarwanda, English and/ or French. Knowledge of all is an advantage
  • N.B: Proof of working experience is a must

Qualifications

  • Bachelor’s Degree in Quantity Surveying-5 Years of relevant experience
  • Master’s Degree in Quantity Surveying-3 Years of relevant experience
