892 Housing Units to Be Built Under Gahanga Hills Estate in Kigali
Rwanda’s construction and real estate sector continues to gain momentum with the launch of Gahanga Hills Estate, a large-scale housing development set to transform urban living in Kigali.
Following a Cabinet meeting chaired by President Paul Kagame on March 4, 2026, the Government officially approved a housing development agreement with Bauhaus International Rwanda Ltd marking this project as a national priority in urban development.
This initiative builds on earlier efforts to expand affordable housing. On September 1, 2023, Bauhaus International signed a Memorandum of Understanding with the Rwanda Housing Authority to support housing development in Kigali.
Project Overview: Scale, Value, and Vision
Gahanga Hills Estate is a phased housing development project expected to deliver over 3,000 housing units, with the first phase already approved.
Phase 1 Key Details:
- 892 housing units
- Location: Gahanga Sector, Kicukiro District
- Land size: 12.8 hectares
- Estimated cost: $48 million (~70+ billion FRW)
- Timeline: 24 months
What Will Be Constructed?
The project includes a mix of modern residential units designed to meet different market needs:
- 1, 2 & 3 Bedroom Apartments
- 3 Bedroom Terrace Duplexes
- 1 & 2 Bedroom Resettlement Apartments
Rehousing & Land Compensation Model
The development will affect 121 landowners, who will be compensated through a model designed to ensure fairness and inclusivity.
Affected residents will have two options:
- Rehousing within the new development
- Monetary compensation, estimated at approximately FRW 7.9 billion in total
Execution Timeline:
The agreement establishes clear timelines to ensure efficient project delivery:
- Submission of project designs within two months
- Site mobilization within one month after permit issuance
- Commencement of construction within two months after permit approval
- Completion of construction within 24 months

This is a multi-stakeholder project involving:
- City of Kigali
- Rwanda Development Board
- Rwanda Housing Authority
- Bauhaus International Rwanda Ltd – Developer & contractor: The developer is affiliated with Bauhaus International Incorporated (USA, New Jersey), giving the project an international investment and technical backing.
